Therapeutic massage will be a small portion of their business. It will be located in a private spa area within the facility and will include 4 massage tables. The private spa area will be open Monday -Thursday 9:00 am to 9:00 pm, Friday 9:00 am to 7:00 pm, Saturday 8:00 ma to 5:00 pm and Sunday 11:00 am to 5:00 pm, the same hours as the rest of the spa. A separate massage therapist license will have to be obtained from the City. Planning Commission Meeting At the Planning Commission meeting held on August 28th no one spoke at the public hearing. The Commission recommended approval of the conditional use permit. Recommendation The Planning Commission and staff recommend that the City council approve the request for a conditional use permit for a therapeutic massage with the following condition: 1. (Simonson's Salon and Day Spa) - 19320 Highway 169, Elk River, MN 55330 BACKGROUND Simonson's Salon is requesting a conditional use permit at the September 10 Council meeting prior to Council consideration of this license request. The applicant has submitted all of the required application material and has successfully passed the background check. Therefore, provided the Council approves the conditional use permit, staff is recommending approval of the massage establishment license request.
