Re; Request for reconnect methods of payment change
~n Apri1 we had to shut-off electric services to i 44 customer s fo~• non-payment of their
utility bills. The cold weather rule protections expired on April 15`x' and we did shut-offs
on Apri120#h azad April 21 S~. ~f those i 44 shut-offs, ~ 4 still remain shut-off due to
foreclosure or abandonment situations. Of those turned back on, we had 15 people whose
checkslaccount withdrawals came back from the banl~ as NSF April 2b~~' - April ~8~1~.
Those customers were then disconnected again and requi~•ed to make payment with cash
or money order only before being turned back on, This is a typical scenario in dealing
with the customers who are shut-off,
with floe implementatioza of. credit cards soon to come, ~ would life to consider requiring
payment methods to be turned back on to only include cash, money order, or credit card.
These methods are all guara~ateed payment, versus a chance payment that requires more
time and resources to accomplish the same end. Cash a.nd n1o~.aey order only seems too
limiting but Z believe that including credit cards provides sufficient options to pay their
bill and still offer protections to ERM~U.

We had 144 shut-offs of electric service this month for non-haying customers. we were
fortunate to work with the Police Departme~at and have an officer onsite during this first
round of shut-ofd`s under our new policy. This was very much appreciated by staff wino
remarked on several occasions that they could actually observe customers "deflate" with
anger as they walked in and noticed the uniformed officer, The police Department
provided a very valuable service to the Utilities and we are very grateful for their support,
Overall, things went pretty smoothly with the shut-offs and the new policy. GE's
dispatch was provided with o~u~ policies and the communication we had been relaying to
our customers regarding the change so they could respond appropriately, They were also
provided with a listing of the addresses that were shut-off so they could determine if there
was a legitimate outage or not, The sheer volume of calls between 4: 3 Opm and 6.OOpm
was the biggest factor for GRE. O~ae customer called ~ 11 to try and get turned back on.
1n reviewing the meter deposit polices for i~acorparating our proposed change on payment
forms for shut-offs agenda item 5.4}, there were a number of items that needed to be
updated or tweaked. Next month we will be bringing that policy section in its entirety to
the comnaissio~a for review,
Memorandum
This was the first time we have flushed all of the fire hydrants in such a short
time period. ]Everything went well, There are several hydrants that are in need of repair
and will be fixed in the next month. The community seemed to respond to flushing week
positively. Igo complaints were made about the process and any discolored water was
resolved quickly, The same method will be applied next year.

The following is a summary of projects andlor updates over the past several weelcs;
1. The locating department had a total of 399 locate tickets for April, The Locating
Department helped the water Department with the hydrant flushing.
2. Mapboolcs are in the process of being printed.
3. The Metering Department continues with weekly and monthly substation checks,
and doing the monthly power bill, The meter change-out program is still
continuing as time permits.
4. The Security Systems Department had a total of 92 phone contacts,l5 personal
visits, l5 systems quoted,l2 sales made,ll installs completed and 20 service
calls for the month of April.
5. Staff participated in the Business Expo and had a good turn-out of visitors at the
booth.
6. Power plant staff has performed the monthly run of the generators, Steve Zeimer
is building an off road transformer cart for removing transformers from rear lot

7. Fire Chief T,J.Cunningham returned our 80o mghz radios to us, They are
programmed and ready to use and he will provide us some training on their use,
