SUBJECT: Term Expirations of Board and
Commission Members
INTRODUCTION:
There are several members of boards and commissions whose terms will
expire on December 31, 1995. In order to have new members appointed by
January 1, 1996, advertisements for the positions should be placed in the
Star News by November 1 or 8.
BACKGROUND:
The following terms will expire on December 31, 1995:

• * PARK AND RECREATION COMMISSION NOTES:
1. Due to Dana Huberty's recent appointment to the Commission
in August, 1995, the Council should decide whether to advertise for
her position or to reappoint her for another term without going
through the interview process.
2. During the interview process to fill Clete Lipetsky's Park and
Recreation Commission term, eight applicants applied for the
position. The Council interviewed each of the eight applicants. As
indicated by the City Board and Commission Policy, these
applications have been kept on file. According to the policy, it is left
to the Council's discretion to either readvertise or to appoint one of
the applicants on file.
*~HOUSING AND REDEVELOPMENT AUTHORITY NOTES:
1. The Council should note that Housing and Redevelopment
Authority members are mayoral appointments.
ACTION REQUESTED:
Council direction as to which positions should be advertised.

Adopted by the Council on October 25, 1993
* ALL CURRENT BOARD AND COMMISSION MEMBERS WHOSE TERMS
EXPIRE WILL BE INFORMED OF THIS POLICY IN WRITING.
*ALL CURRENT BOARD AND COMMISSION MEMBERS WHOSE TERMS HAVE
EXPIRED, AND WHO WISH TO REAPPLY, SHALL FOLLOW THE SAME
PROCEDURES AS OTHER APPLICANTS APPLYING FOR THE POSITION.
PROCEDURE:
All board and commission expirations and vacancies will be advertised in the Elk
River Star News and/or "The Current" newsletter.
2. All applicants must complete an "Application for Appointment to City Board or
Commission" and submit the application by the deadline date.
• 3. The Council will review all submitted applications.
4. The Council may interview as many candidates as desired for each vacancy.
5. If an applicant does not receive an interview, he/she will be notified in writing.
6. The Council will make the appointments as desired.
7. Applications of all applicants that were not appointed will be kept on file for one
year. If there is a vacancy during the year for the same position for which the
applicant previously applied, the Council may make an appointment from those
applications on file without further interviews.
* THE PURPOSE OF THIS POLICY IS TO DEVELOP CONSISTENCY IN THE
APPOINTMENT OF BOARD AND COMMISSION MEMBERS AND TO KEEP
THE DOOR OPEN TO NEW APPLICANTS.
