SUBJECT: Pay Resolution
Attached is a copy of a resolution adopting the 1996 Pay Plan for non -
organized employees. Also attached are Exhibit 1, the 1996 Compensation
Plan; Exhibit 2, the 1996 Pay Ranges; and Exhibit 3, the Vacation Schedule.
When adopted by the City Council, the resolution and exhibits will set the
1996 compensation and benefits for all non -union city employees.
• Earlier this year, the City Council approved a new Pay Plan in accordance
with an updated Comparable Worth Study. By January 31, 1996, the city
must report its compensation information to the Department of Employee
Relations (DOER). The information reported will reflect the compensation in
place on December 31, 1995. Using DOER compliance software, I have
inputted the city's data as it is projected to be on December 31, 1995, and
determined that the city does comply with the requirements of the Pay
Equity Law. The city is required to report its information every third year.
If the current Pay Plan remains in place until we are required to report in
three years, the city should again be in compliance.
There are several items in Exhibit 1, the 1996 Compensation Plan, which
differ slightly from the 1995 Compensation Plan. Most of these are simply
clarifications and/or corrections to the 1995 Compensation Plan which do not
change our current practices; however, there are some which the Council may
wish to discuss. Listed below are the items which were clarified or changed:
• As directed, a 3 percent cost of living adjustment has been applied
to the 1995 pay ranges. The pay ranges are presented in Exhibit 2.
• When the City Council approved the new Pay Plan it also approved
• a change in the timing of step increases for employees. In
accordance with that action, the 1996 Compensation Plan indicates
that all employees performing at an acceptable level will move up
one step in their pay range on July 1, 1996. On January 1, 1996,

• employees will receive the cost of living increase as approved by the
City Council.
• The part time liquor store clerks pay step is determined by the
number of hours that the employee has worked. Following
approval of the new Pay Plan, a revised schedule of hours has been
determined and steps will apply according to the hours as outlined
in Item 9 of Exhibit 1.
• Each Wastewater Treatment Plant operator is paid according to the
license held by the operator. The operators will be paid according
to the steps as outlined in Item 13 of the 1996 Compensation Plan.
Effective January 1, 1995, the City Council approved a revised
vacation schedule for the police union and changed the non -union
schedule to match the union schedule. Because the city's personnel
ordinance has not been amended to include the new schedule, for
clarification, the vacation schedule has been added as Exhibit 3 to
the 1996 pay resolution.
• Also in accordance with previous Council discussion, the city's
insurance contribution will increase at the same time that the
• insurance premiums increase. The current contribution is $295 per
month. That contribution level will stay in place through June. On
July 1, the contribution is projected to increase to $310 per month.
This is the same increase that is included in the police union
contract.
• The executive director of the EDA and HRA receives additional
compensation for serving in that capacity. The annual
compensation has been increased by a three percent cost of living
adjustment. If the Council approves a different COLA, the
executive director's compensation would change accordingly.
• In 1995, the City Council approved the addition of a section to the
pay resolution which provides time and one -half pay for liquor store
employees working a minimum of 20 hours per week for working on
certain holidays. In 1995, only one part time employee qualified to
receive additional pay under this section. Attached is a memo from
Fritz Dolejs regarding holiday pay for part time employees. Fritz is
requesting that the 20 hour minimum be deleted so that this
section applies to all part time employees.
• A section has been added to include the practice of paying liquor
employees time and one half for taking inventory on a Sunday or a
Holiday.
• As I indicated, the majority of the Compensation Plan remains the same as
presented in 1995 and previous years.
Action Requested
The Council is asked to consider the 1996 Pay Resolution and related
exhibits.

A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION ADOPTING THE 1996 PAY PLAN FOR
NON - ORGANIZED EMPLOYEES
BE IT RESOLVED, by the City Council of the City of Elk River that the
attached Pay Plan marked Exhibit 1, Exhibit 2, and Exhibit 3 be approved
and adopted effective January 1, 1996.
Passed and adopted by the City Council of the City of Elk River this day
of November, 1995.

1996 COMPENSATION PLAN
• EXHIBIT 1
1. All 1995 pay ranges established by the City Council will increase by
3% in 1996. On July 1, 1996, all City employees performing at an
acceptable level will move up one step in their pay range.
2. The 1996 pay ranges for City employees are listed in Exhibit 2.
3. The 1996 Pay Plan continues the City's efforts to comply with the Pay
Equity Law.
4. All police employees who are members of the Minnesota Teamsters
Public and Law Enforcement Union, Local 320, shall receive
compensation and benefits as outlined in the Master Labor Agreement
between the City and the Union and are therefore not governed by any
clauses of this resolution.
5. All orientation period employees shall receive increases according to
the agreement when the employee was hired.
6. Vacation leave shall be granted in accordance to Exhibit 3 as attached.
Holiday and sick leave shall be granted in accordance with the City's
0 Personnel Ordinance. All regularly scheduled, part time employees
scheduled to work an average of at least 20 hours per week shall
receive prorated benefits for vacation, holiday, and sick leave.
7. The City's maximum contribution for single health, single dental, and
single life benefits is $295.00 per month for the months of January
through June; the contribution increases to $310.00 per month for the
months of July through December. Any difference between the
premiums for single health, single dental and single life insurance
may be used to reduce the employee's share of the family health
insurance premium. Prorated insurance benefits will be offered to all
employees scheduled to work an average of 30 or more hours per week.
8. The Executive Director of the EDA and HRA shall receive additional
annual compensation of $1,677.87 in 1996.
9. The part time Liquor Store Clerks shall be paid in accordance with the

10. Liquor Store employees working a minimum of — hours per week will
receive holiday pay at the rate of one and one -half times their regular
rate for working on the following holidays:
. • After 4:30 p.m. on New Year's Eve
• Saturday before Memorial Day
• Friday before the 4th of July if it falls on a
Saturday or the Saturday before the 4th of July if
it falls on a Sunday
• Saturday before Labor Day
• Christmas Eve Day
11. All liquor employees will receive one and one -half time their regular
hourly rate for taking inventory on a Sunday or a holiday.
12. When the Waste Water Treatment System Superintendent is absent
for at least one continuous eight hour period, at the discretion of the
Superintendent, one employee in the Waste Water Treatment System
Department may receive an additional $1.20 per hour for functioning
as the "Lead Contact Worker." This adjustment during the absence of
the Superintendent is to reflect additional responsibilities directing
the work crew and work program.
13. The Waste Water Treatment Operators shall be paid as follows:

Once a license has been obtained, the employee shall immediately
move to the lowest step for that license. The employee will move up
one step each July 1 until the highest step for that license has been
reached.
14. Snow plow operators shall be paid double time plus holiday pay for all
hours worked on holidays.
15. Snow plow operators shall be paid an additional one hour of pay at
their regular rate for each day they are called out prior to 6:00 a.m. to
plow snow.
16. Street Department employees shall be paid an additional hour of pay
at their regular rate for each day they are on call during the winter
snowplowing season.
• 17. To encourage continuing education for City employees, the City will
reimburse 75% of the tuition fee to any full time employee for
successfully completing accredited college or other classes directly
related to the employee's position with the City. Any such class must
be taken on employee time and receive written approval by the City
Administrator prior to class registration to determine if tuition
reimbursement will be made. Books required for class are not subject
to reimbursement.
18. The City Council may make adjustments in any section of the Pay
Plan at any City Council meeting based on compliance to the Pay
Equity Law, changes in employment status, changes in work
responsibility, or based on performance incentives.

SUBJECT: Holiday Pay for Part Time Employees
Thus far in 1995, only one part time employee qualified to receive time and a
half for holiday pay.
At present Northbound has 8 part time employees.
I would recommend changing our present 20 hour policy to cover all part
time employees. It is difficult to schedule employees on holiday weekends
• without giving them an incentive. At this point, they would rather have the
days off and enjoy the long weekends, Christmas Eve, etc. as other city
employees do.
Please forward this information to the council for consideration.
Councilmember Dietz moved that liquor store employees who work a
minimum of 20 hours per week will receive time and a half holiday pay for
the following days:
• After 4:30 p.m. on New Years Eve
• The Saturday before Memorial Day
• The Friday before the fourth of July if it falls on a Saturday, or the
Saturday before the fourth of July if it falls on a Sunday
• The Saturday before Labor Day
• Christmas Eve day
Also, it has been an unwritten policy, allowed prior to my becoming manager,
that employees are paid time and a half when taking inventory on Sundays
or holidays.
