ADOPTION OF A CAT ORDINANCE
The Community Service Officers (CSO) have requested that the City
Council consider including cats in the animal control ordinance.
Our cat problems are becoming more frequent and we feel if cats
were regulated like dogs, the problems would decrease.
I am, therefore, requesting that cats be included in the animal
control ordinance.

Police Department Subject: Adoption of Cat Ordinance
We would like to address an ever increasing cat problem.
Cats are currently an unregulated animal in the City of Elk
River. We have received an increase in complaints about cats.
Such complaints cover the usual cat crimes, digging holes in
flower beds, feces in children's sandboxes, disturbing the peace
at night, and running at large.
With the increase in population we are seeing an increased cat
population.
During August we had a confirmed case of rabies in a stray cat.
This resulted in several children having to endure the rabies
vaccination shots, and parents incurring the cost.
We are recommending we amend the dog ordinance to include cats.
This would help with the increasing cost of picking up cats,
monitoring vaccines, and locating owners.
We feel a cat ordinance would be beneficial for Elk River. It
would provide better tools in enforcing the cat problems.
