MEMORANDUM Mayor and City Council Kendra Lindahl, Zoning Assistant December 4, 1995 SUBJECT: Ordinance Amendment and Refuse Hauler Contract Amendment for the Addition of Corrugated Cardboard to the Curbside Recycling Program In order to meet the needs of our residents, city staff is proposing to add corrugated cardboard to the curbside recycling program. If the amendment is approved, corrugated cardboard would be recyclable at the curb. At this time only clean, dry corrugated will be accepted. No pizza boxes, cereal boxes, gift boxes, milk cartons, or paperboard containers will be accepted. • City staff and the refuse haulers agreed that there will be no rate increase for the addition of cardboard. However, because the recycling vehicles will need to be modified to handle the addition of cardboard, city staff has agreed to reimburse the haulers for the cost of their truck modifications up to $1,600. The City has received $7,000 in SCORE funds to administer a curbside recycling program and part of it will be used to help with the cost of vehicle modifications. In order to add cardboard to the curbside recycling program, an ordinance amendment and a refuse hauler contract amendment will be necessary. The ordinance amendment will be a minor addition to Section 602.02 "General Regulations" adding that only corrugated cardboard will be accepted and it must be clean and dry and bundled with rope or twine. The refuse hauler contract will simply be amended to add corrugated cardboard to the list of recyclables. If the corrugated cardboard recycling program is approved, the City would start the week of December 4, 1995. Every resident will be mailed the yearly recycling flyer with the addition of corrugated cardboard and I will advertise the addition of cardboard in the city's newsletter "The Current" and the local newspaper. 0 Attached is a copy of the proposed ordinance amendment. ORDINANCE 95- AN ORDINANCE AMENDING SECTION 602, "REFUSE AND GARBAGE" PERTAINING TO CORRUGATED CARDBOARD The City Council of the City of Elk River does ordain as follows. Section 1. That Section 602.02 of the City of Elk River Code of Ordinances titled "General Regulations" be amended to add: 3. Recyclables F. Corrugated cardboard recyclables shall be bundled and tied with twine or rope, and shall be maintained in as dry a condition as practicable, free of any other substance and shall not be placed in plastic bags. Section 2. That this ordinance shall take effect and be in full force from the day and after the date of its publication.
