Receiving the Feasibility Report and ordering a public hearing on the improvement in the matter of the 2010 Street Overlay Improvement Project; and B. Authorizing the preparation of plans and specifications in the matter of the 2010 Street Overlay Improvement Project. Background/Discussion Representatives of Bolton and Menk will be at the meeting to present the findings of the Feasibility Report for the proposed 2010 overlay improvements. There axe four areas that are proposed to receive an overlay to extend the life of the streets. Three of the areas are large lot residential areas and the fourth is an industrial park. An informational meeting is scheduled for June 22 to provide affected property owners with an overview of the project, the timeline, and estimated assessment amount. Council action to consider ordering the improvement will occur after the informational meeting. The complete schedule is included in the Report. Financial Impact Consistent with past practice, the 2010 Overlay Improvement Project is planned to be assessed entirely to the benefitting properties. The estimated cost is included in the attached Feasibility Report. This Feasibility Study was initiated by the City Council based on the City's ongoing street maintenance program and commitment to extending the service life of the pavement surfaces. The project has been separated into 4 different project locations. The subdivisions included in the project locations are described as follows (year of plat shown in parentheses): Project Location l: Oak Hills 1"Addition (1969), Knollwood (1973), Knollwood West (1973), Knollwood West 2°`i Addition (1973), and Wilderness Acres (1985) Project Location 2: Elk Hills Addition (1965), Barrington Place (1980), and Deerfield 3``~ Addition (1986) Project Location 3: Industrial Park (1972), Industrial Park 2°`' Addition (1987) Project Location 4: Meadowvale Woods (1986), Meadowvale Woods 2°`t Addition (1986) This feasibility study will summarize the existing conditions, proposed improvements, estimated construction costs, and associated overhead costs for the project. Overhead costs include City administration, engineering, fiscal, and legal expenses. The City's Assessment Manual and approach to previous overlay projects have been used as a guide to establish financing methods for the project. IL EXISTING CONDITIONS Project Locations 1, 2 and 4 are residential subdivisions. The streets are bituminous paved rural roadways with ditches and isolated areas of bituminous curb to handle the storm water runoff. Pavement thicknesses are not exactly known, but are assumed to be three to four inches of bituminous pavement on four to six inches of aggregate base. Street widths vary in width from 22 feet to 36 feet, depending on the neighborhood. Some streets in Project Location 1 are believed to have been overlaid in 1988. In these Project Locations there is no sanitary sewer or watermain. The pavement on these residential streets is generally in fair condition with isolated alligatar cracking in few areas. An overlay of these segments would improve pavement structure and extend the life of the street before reconstruction is required. Project Location 3 is the Industrial Park. Streets are in genera136 feet wide bituminous paved streets with existing concrete curb and gutter on the west and south sides of the Industrial Boulevard NW loop. The east side of the loop along with 192°`~ Court has no curb and gutter. Triangle Road NW is 31 feet wide with no curb and gutter. Bolton & Monk, bic. 2010. PROPOSED IMPROVEMENTS The proposed improvements in Project Locations 1, 2 and 4 is to provide a l~/z-inch bituminous overlay on the existing bituminous streets. In these areas the existing pavement structure appears stable and not subject to major deficiencies, so a 1'/z-inch overlay will be adequate to provide additional strength and surface improvements. The City Street Department will patch any severely damaged pavement areas before the overlay project will begin. In addition to the overlay, bituminous milling may be performed in front of relatively flat driveways to ensure they can be made to match properly with the newly overlaid street. The improvements to in these Project Locations are shown in more detail on Figures 2, 3 and 5. The streets reviewed in Project Locations I, 2, and 4 are in need of repair. The project is necessary to provide the property owners of the project areas with a safe and adequate public transportation system. If the overlay improvements describe above are not completed in a timely faslvon, the roads will continue to deteriorate and reach a point where an overlay will not be a feasible alternative. This project will minimize future maintenance costs and increase traffic safety. The proposed improvements proposed in Project Location 3 are shown on Figure No. 4. The west and south sides of the Industrial Boulevard NW loop road will receive a 2-inch overlay. Prior to the overlay, the bituminous will be milled along the existing gutter in order to match the new overlay to the existing gutter. The east side of the lndustrial Boulevard loop, I92°`~ Court and Triangle Road NW will be "reclaimed" and overlaid with 4 inches of bituminous pavement. Reclaiming of bituminous pavement is a process whereby the pavement and underlying aggregate base are milled together in-place, re-graded and re-compacted as base material for the new pavement overlay. Concrete curb and gutter will be constructed where it currently does not exist on Industrial Boulevard NW and 192°`~ Court. Curb and gutter will also be added on the northwest end of Triangle Road, along with catch basins, storm sewer lateral and outlet. The streets in Project Location 3 are in need of improvement. The project is necessary to provide adequate streets to serve the property owners in the Industrial Park. If the improvements describe above are not done in a timely fashion, the roads will continue to deteriorate and reach a point where the proposed improvements will not be a feasible alternative. IV. EASEMENT AND PERMITS All improvements are proposed to be completed within the existing right-of-way. No permits from any local or state agencies will be required for this project. ©Bnlton & Monk, bic. 2010. ESTIMATED PROJECT COST A detailed project cost estimate is provided in the Appendix. The project costs have been broken down into the residential Areas 1, 2 and 4, and the Industrial Park Area 3 and are summarized as follows: Estimated Total Construction Cost Areas 1, 2, 4 $427,275.00 Overhead (10%) $42,727.50 Total Estimated Project Cost Areas 1, 2, 4 $470,002.50 Estimated Total Construction Cost Area 3 $244,260.00 Overhead (lOclo) $24,426.00 Total Estimated Project Cost Area 3 $268,686.00 The project cost includes both construction and overhead costs. In accordance with the City's assessment manual, the overhead costs are estimated as 28 percent of the total construction cost. The overhead cost includes City administration, engineering design, construction staking and inspection, and fiscal and legal costs. Since this project will not require detailed plans and specifications and City overhead will be less than stated in the policy, the overhead has been reduced to 10 percent. VI. PROJECT I'INANCING As has been the City's practice on past residential overlay projects, it is proposed that 100 percent of the cost of the residential street improvements (Project Location 1, 2, 4) be financed by assessments to the benefiting properties. As outlined in the City's Assessment Manual, all properties with frontage abutting the roads shall be assessed on a per unit basis. Each residential property is considered one unit. The total number of assessable units in the residential areas of the project is 180. Dividing 180 into the total residential area project cost of $470,002.50, the estimated assessment per unit is approximately $2,611.13. The assessment policy states that commercial/industrial projects be assessed to the abutting property on a front foot basis. Project Location 3 in the Industrial Park has a total front footage of 7,395 feet. Dividing the estimated project cost in the Industrial Park of $268,686.00 by the total front footage of 7,395 feet equates to an estimated assessment of$36.33 per front foot. Assessments under this policy would range from a low of $3,600 to a high of $42,800. For comparison purposes, Bolton & Monk, bic. 2010. The assessment rate based on buildable area would be approximately $4,060 per acre, with total assessments ranging from $4,700 to $53,000. Assessments on a per lot basis would be approximately $15,800. This per lot calculation excludes the EDA lot at the corner of Industrial Boulevard and Triangle Road as being too inundated by wetlands to be buildable. VII. J o~ m, o= RESOLUTION 10- A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND ORDERING A PUBLIC HEARING ON THE IMPROVEMENT IN THE MATTER OF THE 2010 STREET OVERLAY IMPROVEMENT PROJECT WHEREAS The Feasibility Report, prepared by Bolton & Menk, Inc., as ordered by the Council in Resolution 10-21 has been prepared with reference to the 2010 Street Overlay Improvement Project and was received by the City on June 7, 2010; and WHEREAS the Feasibility Report recommends that the proposed improvement is feasible; NOW THEREFORE, BE IT RESOLVED by the City Council of the Ciry of Elk River, Minnesota: 1. The City Council will consider the 2010 Street Overlay Improvement Project as described in the Feasibility Report and the assessment of the property abutting this proposed improvement for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Section 429, at an estimated total cost for the improvement of $738,700. 2. An informational meeting on the proposed improvement will be held on 22nd day of June, 2010, at 6:30 o'clock p.m. at the Elk River City Hall Council Chambers. 3. A public hearing shall be held before the City Council on the proposed improvement on the 28th day of June, 2010, at 6:30 o'clock p.m. at the Elk River City Hall Council Chambers. The Ciry Clerk shall provide two published notices (one week apart) in the official newspaper with at least three days between the last publication date and the hearing, and mailed notice ten days to the public hearing as required by law. Klinzing, Mayor ATTEST: Tina Allard, Ciry Clerk RESOLUTION 10- A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION AUTHORIZING THE PREPARATON OF PLANS AND SPECIFICATIONS IN THE MATTER OF THE 2010 STREET OVERLAY IMPROVEMENT PROJECT WHERAS the City Council wishes to advance the schedule of the project and obtain competitive bids on the Improvement prior to the Assessment Hearing; and WHEREAS plans and specifications for the Improvement will be required to obtain bids for consideration of assessments based on actual bid costs; NOW THEREFORE, BE IT RESOLVED by the City Council of the Ciry of Elk River, Minnesota: 1. Bolton & Menk, Inc, the designated engineer for the Improvement, shall prepare plans and specifications for the making of the improvement. Passed and adopted this 7~ day of June, 2010. Stephanie, A.
