DISCUSSION:
In February 2010, Marshall Municipal Utilities and Lyon-Lincoln Electric Cooperative executed
an Electric Service Territory Agreement. The fundamentals of this agreement were based on
2008 talks between Minnesota Rural Electric Association (MREA) and Minnesota Municipal
Utilities Association (MMUA). Staff is currently conducting a territory acquisition cost study
comparing this agreement with the 1991 territory acquisition agreement that has ended between
ERMU and Connexus. Connexus has been provided the Marshall /Lyon-Lincoln agreement for
review.
On May 14`h, Connexus arranged for me to take a tour of the new Great River Energy facility in
Maple Grove. This tour served as a vehicle for important and needed discussion of GRE's
vision, resource planning, and energy costs. One topic touched upon was local growth and
economic development. I am very encouraged by the general tone of discussion for potential
opportunities for ERMU.
The date for the Stale of the City/Annual Report has been rescheduled for the June 21 s' City Council
meeting.

DISCUSSION:
We had staff trainnig for utilization of the Paymeutus system on May 26 and are completing the
final stages of implementation for credit cards as of the writing of dais memo. Credit cards
should be fully implemented by the commission meeting date and will be given their first trial
run as the disconnections for the month are handled.
The meter deposit polices are still being reviewed and sc you did not ftnd them in your packet
this month for review. I hope to have them ready next month for inclusion on the agenda.
The legal fees paid in the month of May are $525 related to the Water Tower Lease agreement,
~ 1,485.25 related to the anion closure, and $1,000 under the retainer for various items (actual
billable hours under this retainer would have been $S,I71.25.j

We have been making great progress on our water meter change-out program. I would
like to move the $60,000.00 that was originally budgeted for the 2°d Street project, which
is now no longer taking place this year, to instead be moved to our water meter account.
We aze moving faster than anticipated with the process and the utilization of the funds
would be best used towazds meter change-outs.

SCADA is currently being installed at the plant. The new SCADA laptop is almost
completed for on-call and in-field efficiency. There will be a few touch-ups and final
touches in the next coming week. So far the new system looks great.

The enclosed check for $5,021 is for upgrading Well #7 with a variable frequency drive.
ERMU will reimburse up to one-half of the $10,042 project expense, so the rebate is
limited to $5,021.
According to data supplied regazding pump rating and run time, this 200 hp pump will
run approximately 2000 hours annually. At 90% efficiency and with the VFD set at 70%,
your savings is 50 kW per month and 100,000 kWh annually. Based on the number of
hours of operation, you may be able to increase demand savings beyond 50 kW by setting
the VFD to a lower percentage based on the number of hours of operation you furnished!
Thanks for helping ERMU conserve electricity.

DISCUSSION:
1. Installed a primary loop feed between Perkins and the strip mall building to the North. We were
then able to remove a rusted out three phase j-box.
2. Watson rebuild has been completed. We used the City's Harley rake and grass seeder to help
straighten out the mess on the east side of the road.
3. Acquired 26 customers from Connexus on May 11th and 12`". There will be additional work to be
done later this summer.
4. Two of the three phases are now converted to 7200 on County Road 30. Started rebuilding Enger's
Addition at the end of our system on County Road 30.
5. Worked on completing Area 23 taps. This project was started last year but was not completed
because of frost.
6. Installed one new electric service.
7. Art and Chad went to underground school in Marshall. Art and another instructor helped with the
underground repair and maintenance for the apprentice linemen class.

I'he following is a summary of projects and/or updates over the past several weeks:
The Locating Department had a total of 306 locate tickets foi' May. Ten of those
tickets were '`appointments required."
• The Metering Department continues with weekly and monthly substation checks and
doing the monthly power bill. The meter change-out program is still continuing as
time permits.
• The Security Systems Department had a total of 53 phone contacts, 6 personal visits,
6 systems quoted, 7 sales made, 7 installs completed and 29 service calls for the
month of Mav.
• Power plant staff has performed the monthly run of the generators. Steve has built an
off road transformer cart for removing transformers from rear lot lines. I have
included a photo on the next page.
In May we took over 26 new customers in Area 22 from Connexus. The meter
shop took care of the meter reads and off-peak issues for those new customers.
