SUBJECT: Lions Park
Thanks for meeting with Rodney, Steve and myself last Friday to discuss on-going issues at Lions
Park. As we all agreed, Lions Park is a constant source of calls for police service and even when calls
have not been made-we know that problems are occurring and are not being reported.
Of late, the building had been damaged with shingles being torn off in large section and lights being
broken out. Tree limbs have been broken off, and someone tried to start a fire in the band shell.
These aze not new issues, but are recent examples of problems at the pazk.
In checking our records, we have had 550 calls for police service to the park since 4-11-2007. We
have had 27 calls for service there in 2010. That is more calls generated for police service than most
other establishments or locations in Elk River. (T'he only single location with higher calls for service
was Time Out Bar with 611 calls)
This is not what we all agreed upon as being the type of quality pazk services that we wish to offer
our citizens. We also agreed that it Lions Park is handicapped for several reasons.
1) The park is demographically hampered to that it sits directly in the midst of the central
corridor multi-housing area of Elk River. The majority of the transient population
resides with a few hundred yazds of the park, and they are the primary users.
2) The skate park located there has a tendency to draw in users who are often not fully
ready to embrace Hiles and regulations as well as a transient user base that is less likely to
follow regulations. The skate park crowd also has a reputation for smoking underage and
to traffic alcohol or controlled substances.
3) There are no night time employees who work at the park. Those who have worked in the
evening are faced with lack of control as the problem users are not likely to follow
orders.
4) No video security system is in place. What happens is not reported until the next day-
well after the suspects have left the area, making apprehension almost impossible.
5) Police patrol the area often, but this park almost requires an officer there full time during
the busy summer hours. Frankly, having a Ciry Pazk generate that type of need for police
presence in these days of dwindling budgets, makes little fiscal sense.
6) Last, the two buildings at the park are poorly designed and they are conduits for
continued problems. The band shell, a wood frame structure that offers a place for
juveniles to hide from view, has no method or means to secure it. It has no exterior or
interior lighting at night, and no fire suppression system or alarms. The park building
was designed without any thought to Crime Prevention through Environmental Design
(CPED). The roof can be accessed on the north side by the parking lot be pulling
yourself up onto the roof or by having some lift you up. Either can be done in seconds.
Exterior lighting is not vandal proof and the general construction and exterior surfaces
make the building easily damaged.
There truly is no sense in digging deeply into the CPED standards as they apply to recreation
facilities, as the building is up and operational and changes at this point would be very expensive. If
anyone desires for future reference, the CPED standards can be seen in the second edition of
Housing and Resideatial Development published by McGraw Hill.
I truly believe that our focus at this point needs to be in the form of prevention, detection and
apprehension. I have directed our patrol staff to direct as much of their free time as possible in
enforcement tactics in and around Lions Park. They have been instructed that Zero Tolerance is
the policy for tobacco violations, damage to property, park rules, etc. They will issue as many
citations as possible there this summer.
Prevention can be accomplished better by looking at damage resistant light fixtures for the exterior
of the building and then working on a way to block or prevent access to the roof on the north side.
Last, detection and apprehension can be accomplished by installing a series of recorded cameras to
the park azea to detect and record violations so suspects can later be identified and charged with the
property crimes they commit.
We could also look at restricting access to the skate park, disbanding the skate park or moving it to
another location.
I look forward to working with you on solutions to these continuing problems.

SUBJECT: Great Northern Trail Use by Horse Owners
Horse riding has been prohibited on the Great Northern Trail south of CR 33 since it was
paved. When the paving of the portion north of CR33 was planned horse riding was fairly
common on the existing unpaved section of trail on north of CR33. Staffs recommendation
at that time was to wait and see how the trail was used and whether there would an issue
with multiple user types. Attached please find a letter from a pedestrian user who has
concerns regarding the horse riders using the trail. Staff requests that the Park and
Recreation Commission discuss the various uses of the trail and whether at this time it might
be appropriate to restrict horse riders from the section of paved trail.
