SUBJECT: Proclamation for Kindness Week
INTRODUCTION:
The Mayor and Council has been asked to proclaim the week of February 12-
18, 1996 as "Random Acts of Kindness Week." The enclosed letter addressed
to Mayor Duitsman and City Councilmembers explains this request in detail.
ACTION REQUESTED:
• Council motion to adopt the attached proclamation proclaiming February 12-
18, 1996 as "Kindness Week."

Dear Mayor Duitsman and City Council Members,
Best Seller Advertiser staff wishes to host a Random Acts of Kindness
Week, February 12th through February 18, 1996.
We submit that Elk River is a community full of kindness which• should be
noticed and encouraged. With your support and encouragement, Best
Seller staff would like to organize committees and volunteers to have this
Random Acts of Kindness week introduced to the Elk River Community.
Please consider the "Random Acts of Kindness Week" Community Guide
and the Proclamation during your December 21s' session. This could be a
wonderful and enriching event for all merchants and residents in Elk River.

KINDNESS WEEK
February 12 - 18, 1996
WHEREAS, our daily news is dominated by tragic stories of crime, violence and
disaster, too often leaving average citizens with feelings of despair
and helplessness; and
WHEREAS, the daily acts of kindness of most of the citizens of Elk River often go
unrecognized and unattended; and
WHEREAS, by recognizing these daily acts of kindness during this week, all citi-
zens of Elk River can become more aware of the importance of
being kind to others throughout the year, and
WHEREAS, by recognizing these small, acts of kindness during this week, every-
one can participate in making this city a kinder, safer and better
place to live; and
WHEREAS, this week is being observed in over 100 other cities and towns across
this nation.
NOW THEREFORE, I, Hank Duitsman, Mayor of the City of Elk River,
do hereby proclaim the week of February 12 -18, 1996 as
KINDNESS WEEK
in Elk River and encourage everyone to participate in spreading
kindness and practicing respect, generosity, patience, and con-
sideration of others at all times in order to create a better, kinder,
safer, and more peaceful city.
