On June 18, 2001, the City Council hired Tushie-Montgomery Architects to complete the
programming phase for a city hall and police station expansion. A staff committee, plus
Councilmembers Kuester and Motto, have met with Gary Tushie on a number of occasions
to discuss city needs and to review how these needs are "programmed" into an expanded
and remodeled facility or a new facility. In general, the city needs identified by staff got
translated into office space dimensions as if we were building from scratch. In the next
phase, the design phase, the desired (or ideal) space and programs will get revised to reflect
financial realities.
Attached for your information is the programming material that has been completed. We
need to review the status of the project with the City Council prior to taking the final steps
of the programming phase. These £mal programming steps include 1 .) making a
recommendation on a new, expanded, and/or remodeled facility (which includes the space
requirements for various departments) and 2.) the development of a rough construction
budget estimate.
At this time we are planning to build for everything within the 2013 needs. However, we are
making building site provisions for the next expansion. The next expansion (in about 2013)
will address the 2023 needs. Accordingly, we are btfilding for ten years but planning for
twenty and when we do an expansion in 2013 we would do the same thing...build for ten
years and plan for twenty.
Staff will need feedback from City Council on the programming process from a "big
picture" point of view. We need to know if there is anything that is out of line in the
direction we are moving and the assumptions that we have made. (Some of the assumptions
we have made are listed at the end of the programming information under the general
requirements heading. This section lists a number of statements including what is not part of
the program.) When looking through the office space program you will note some new
departments, positions, and programs which are assumed to be needed before the next
expansion in 2013. These new positions/departments and new programs will require some
Council discussion, especially such items as the city engineer department, the gun range, and
the EOC.
One issue that requires Council feedback is whether or not it is acceptable for the committee
to be looking at a one or t~vo building option. We need to know if the City Council firmly
believes that the police station must be attached to city hall or whether it's all right to
develop a campus environment with police in a separate facility. If all of the cost estimates
are relatively equal, I believe we will seriously be looking at the campus option, whereby the
police would build a separate facility in 2003 and then we would remodel the police station
and our existing facilities and expand into the police space in 2004. This is especially true if
the fire department is planning to locate in our campus and then the police and fire station
could be connected by way of the emergency operations center (EOC) between the two
departments/facilities. (In speaking with the fire chief, he prefers a city hall location
connected to the EOC versus being an independent facility at a different location on the
western side of the city). Additionally, two separate facilities would make the planning for
the 2013 expansion easier.
Another issue, which needs City Council discussion, is the fact that the large meeting room
(with catering kitchen) for banquets, wedding receptions, etc. and the connected senior
center facility are not part of this project. At this time we are not sure if we could afford this
space; don't know how political this large meeting room space is; the space could be
developed by the private sector; the space could be constructed with another public or semi-
public facility (i.e., YMCA or family center); this space could be added into the 2013
expansion; or, per direction from the Council, this space could be put back into this 2003
project. The committee and myself are just not sure of the need and do not want to get the
city hall and police station delayed by political issues which are not essential to our
government responsibilities and functions. This issue requires Council feedback but at this
time the senior center and large meeting room space are not in the program.
The Utility Commission have recently indicated its desire to pursue the city hall location for
its office. It is very early in this process but it is assumed that the utilities would essentially
build on to our existing facility and that they can design the space as desired and as they can
afford. I believe they currently occupy about 3,400 square feet and Gary Tushie will be
working with Bryan to program then needs and layout.
As noted above, the committee needs some feedback from the Council on some key issues
before moving forward. The next steps in the process will include putting together a
recommendation and a rough estimate for a construction budget. A report is expected by the
end of November depending on how quickly the utilities information can be assimilated into
the project. The Council will then need to consider moving into the design phase of the
project. The design phase puts the programming into a building layout for everyone to
visualize. The design phase gets the city to the point of being able to put together the
construction documents. This design phase becomes part of the architectural fees for a
project (generally about seven and a half percent of the total cost). At the completion of the
design phase, most project decisions have been made.
