SUBJECT: Address Change
I understand that Mr. Krekelberg will be at the Council meeting to discuss a recent action of
the Address Committee to change his address. Below is background information on this
item.
The purpose of an address is to locate a premises or property as quickly and efficiently as
possible. This is particularly important during an emergency. The first key is the street
name. The name tells us (or should) which road a location is on and would therefore be
accessed from. The second key is the actual address, the building numbers. The numbers
tell us where specifically on a given street a building is located. The two work together in a
grid format.
This particular address issue was brought to the City's attention by Sherburne County.
On December 14, 2009 the City mailed an initial contact letter to Mr. & Mrs. Krekelberg of
the proposed address change. The letter invited them to meet with the Address Committee
if they had any questions or concerns.
Mr. Krekelberg contacted me stating he did not want his address changed and wanted to
meet He met with the Committee and expressed his concerns. The Committee talked him
through the process and reasoning of why we make the changes. Early in that meeting he
wanted to ask the Council to appeal the decision, but by the end of the meeting he accepted
it being changed. He later called stating he changed his mind and again wanted to discuss it
with the Council.
I spoke with Lori Johnson, City Administrator, about the issue and she asked me to have
Mr. Krekelberg contact her. Mr. Krekelberg discussed with Ms. Johnson the idea of putting
a sign out on Brook Road indicating his home was back there. Ms. Johnson asked Mr.
Krekelberg to propose the idea to the Address Committee.

The Committee reviewed the proposed idea and responded to Mr. Krekelberg via a letter on
March 9, 2010 stating the Committee has to weigh: 1) the speed and accuracy in the receipt
of emergency services such as police and fire calls and 2) general mail delivery -against that
of inconveniences. The Committee did not feel it was an acceptable solution to the address
issue.
Mr. Krekelberg contacted Councilmember Gumphrey with his objection. Mr. Gumphrey
then contacted Ms. Johnson for information on why the change was being proposed. Ms.
Johnson asked me to put together a memo explaining the reasoning.
I drafted a memo on March 15, 2010 and provided it to Ms. Johnson to give to Mr.
Gumphrey who then spoke with Mr. Krekelberg the week of March 22, 2010 where he
stated he was not pleased with the City's response.
Three members of the Address Committee met with Mr. Gumphrey and Ms. Johnson on
March 30, 2010 to discuss what could be done. It was decided to forward the address
change to the organizations that will cover life/safety concerns and inform Mr. Krekelberg
that he can contact the post office and have them forward his mail for one year.
A letter was sent to the Krekelberg's indicating this solution and asked for a response by
April 9, 2010. Staff received no response and sent out the address change letter on April 12,
2010.
On June 16, 2010, the Krekelberg's provided a letter to Ms. Johnson requesting the decision
be brought to the City Council for reversal.

Dear Lori Johnson
Please accept this letter as our request to challenge the city's view to change our current
address from 21887 Brook Road to 21887 Olson Street. This came about from a city inspector
coming out to inspect a room addition we are adding on to our home. This home was built in 1977
and some years later a bridge that gave the two homes on Olson St. access to Brook Rd. failed and
the new bridge was moved 150ft. to straighten out a curve in Brook Rd. That is why our properly
line is 150 ft from Brook Rd. At that time an easement was put thru our property so our two
neighbors on Olson Street could have access to Brook Rd. Olson Street is a narrow gravel road that
goes thru a heavy wooded area. The garbage trucks refuse to drive down Olson Street. We have
twenty acres ,the next neighbor has ten acres and our neighbor at the end has thirty acres. This is as
rural as Elk River gets. It has been at least 20 years since the Brook Road change and my wife and I
are asking to keep our address as is a few more years until we retire and move.
The address committee and I have met and I have also worked with Jerry Gumphrey, my
council member. I have proposed that I am willing to pay for a street sign that attaches to the Olson
Street sign post to indicate our address on Brook Road. It was turned down.
A few weeks ago, my neighbor who has lived at the end of Olson Street for over thirty years
had an intrusion alarm at 2:00 A.M. The police incorrectly came to our house because we have the
same security system sign in front of our property.(my company). The police went by the Alarm
sign, not the address sign. Our address change did not help in this situation when there could have
been a "real" crime occurring. Instead, at least fifteen minutes were wasted! On this day, I was in
the VA Hospital, my wife was home alone, unknown people police) were walking on our property
with flashlights and our dogs were hysterical. This was a terrifying experience for my wife.
I operate my business out of this property. With all my customers and vendors, I would have
to redo all my licenses with the state, including my legal business address and Federal Government.
The time involved would be immense. We are asking for your consideration of our concerns in this
decision. The remainder of my comments will be addressed at the City Council meeting set for June
21.

on January 4, 2010. If you would like to meet with the Address Correction Committee prior

22, 2009 as the next Address meeting will be held on December 23, 2009.

SUBJECT: Address Change
The Krekelberg's home is located on a private drive/road which falls on the north/south
Olson Street alignment. The current house numbers (21887) are, in fact, associated with a
north/south conning street.
There are two other homes on the same private drive/road. Each of those homes has an
Olson Street address. (See attached)
Emergency response personnel are trained to located homes via the address they are given
with that of the associated street. The street block numbers associated with this area of
Brook Road are 10500 through 10600. The address of 21887 Brook Road has no logic to
the addressing system so the responders would not even think to look fox a 218xx number
on Brook Road. Either the house numbers have to change or the street reference has to
change.
Even with a sign and arrow on the road at the end of his driveway, the responders could be
confused by the address long before they get to the location. If they are responding to a
medical emergency such as a heart attack, the time lost in trying to figure out what is going
on could be tragic.
The address committee does not take changing addresses lightly and understands the
inconveniences that are associated with changing it. The committee weighs the speed and
accuracy in the receipt of services such as emergency police and fire calls, as well as general
mail delivery with that of inconveniences. It all comes down to life/safety concerns.
Unfortunately, the committee did not feel a large sign with an arrow was an acceptable
solution to the incorrect address issue.

The address committee met with Councilmember Gumphrey to discuss the proposed
address change. We discussed what could be done to help accommodate your concerns and
your business. What was decided is that on April 9, 2010 we will notify the organizations
listed below, as these will cover any life/safety concerns, of your address change. They will
make the correction immediately in their systems.
In order to help facilitate the change over to the new address, you can contact the post
office to have them forward your mail for a year to the new address. This will allow you a
full year to make the change over as well as utilize your current business materials.
We hope this is an acceptable solution to your concerns of the address change. If we do not
hear back from you regarding this proposal, we will move forward with notifying the list of
organizations of the change on April 9, 2010.
