Agenda Section Meeting Date Prepared by Consent une 21, 2010 Tina Allard, Ci Clerk Item Description Reviewed by Special Event Permit: Sherburne County Agricultural Society Lori ohnson, Ci Administrator Reviewed by Action Requested Council motion to approve a special event permit to the Sherburne County Agricultural Society for the Sherburne County Fair and parade with the following conditions: 1. Applicant shall provide garbage cleanup immediately following the parade. 2. Applicant shall be responsible for installing signs at the following locations no later than July 9, 2010: ^ Main Street and Morton Avenue (alerting westbound traffic) ^ West of Orono Road at Main Street and Joplin Street (for eastbound traffic) ^ On Joplin Street at Orono Parkway (alerting southbound traffic) ^ Proctor and Main Street (alerting southbound traffic) The signs shall state: Main Street Closed July 16 6:30 pm.-8:30 p.m. Parade 3. Applicant shall provide portable toilets and inform all parade staff of the location for the toilets during parade staging. 4. Applicant shall ensure that all applicable fire codes have been met and all tents must be inspected by the Fire Marshal's office. 5. Assistance from the fire department must be pre-arranged and coordinated with the Fire Chief. Elk River Fire Department assistance is subject to availability of personnel and resources. If non Elk River fire resources are being requested to assist at the event, such requests shall be coordinated with the Elk River Fire Chief. 6. Access to the public safety complex, including the rear entrance area, shall not be obstructed. The parade is scheduled for Friday, July 16. Information about this event can be obtained at: httn://www.sherburnecount~aix.or~/. The parade route will begin on Main Street at Proctor Avenue and continue to the fairgrounds via Orono Parkway. The MN Department of Health inspects the food vendors and tests the water supply on an annual basis. Multiple holding tanks fox solid waste are pumped as needed. Forty-two portable toilets are located on the fairgrounds. A security plan is submitted to the Sherburne County Sheriffls Department. Financial Impact Community Service Officers will install and remove no parking signage along the parade route. The Police Department usually supplies up to 44 officers and reserves to assist with blocking intersections and directing traffic. It is uncertain as to whether the Fire Department will be asked to assist at grand stand events.
