Hire Justin Femrite as City Engineer at step C of pay grade 14 with a starting date of July 26, 2010.
Background/Discussion
Over twenty five applications were received for the city engineer position and five candidates were
selected for interviews. Participating in the interviews were Jeremy Barnhart, Jeff Beahen, Tim
Simon, Sherburne County Public Works Director John Mentor, and me. Following interviews and
background checks, we are pleased to recommend Justin Femrite for the position. Mr. Femrite is an
Elk River resident; in fact, before this position was even advertised, he attended several City Council
meetings earlier this year. He is currently employed by Bolton and Menk in the Ramsey office and is
working on our 2010 Overlay Improvement Project. He has worked in several cities serving as a
consulting city engineer, assistant engineer and project manager.
Financial Impact
This cost of this staff position will supplant current consulting city engineering charges. The majority of
the cost of this position will be funded as it presently is through project, storm water, and enterprise
funds with an estimated quarter of the cost being charged to the general fund engineering budget.
