RE: CITY ENGINEER REPORT ON PROJECT STATUS
Dear Council Members:
There are a few specific items that I would like to take the time to update the City Council
on at tonight's meeting. They are as follows:
1. TH 10 Corridor Study
The consultants for this MnDOT study are preparing preliminary
recommendations. They include a freeway standard design from 1-35W to TH 169
in the City of Elk River. From TH 169 to the west, the proposal is to have an
expressway with significantly less signals than are currently on TH 10 or may be in
the future. I will be prepared to discuss this further with the City Council and look
for your concurrence with questions.
2. TH 169 / TH 101 Corridor Study
Likewise with the TH 169 Corddor Study being prepared by consultants from
MnDOT, the consultant is prepared to offer preliminary findings. As with the TH 10
study, the recommendation from the consultant is going to be to have TH 169/TH
101 be a freeway design standard from the City of Rogers at 1-94 through the City
of Elk River. I have some preliminary drawings that will show potential access
points in the City of Elk River, and I will present these at Monday evening's
meeting.
3. TH 169 Advance Warning Flashers
We have received a copy of a set of plans prepared by MnDOT and to be let on
November 19, 2001. Included in that set of plans is advance warning flashers for
the intersections of Main Street, School Street, Jackson Avenue, and 197th
Avenue on TH 169. As you are aware, the advance warning flashers are the signs
which indicate be prepared to stop when the lights are flashing. I will be prepared
to discuss this further with the City Council at Monday evening's meeting.

4. Waco Street/TH 10 Signal Justification Report
We have just received word that MnDOT has officially approved the City's Signal
Justification Report conceming the construction of a signal system at the
intersection of Waco Street and TH 10. At this point I would like some discussion
from the City Council relative to proceeding with plans and specifications and
whether or not the abutting properties should be assessed. If the Council feels
that the abutting properties should be assessed, I would ask for some direction in
regard to amounts and properties to be assessed. I will be prepared to discuss
this further with you at Monday evening's meeting.
I can also give you a verbal update at Monday evening's meeting on any other pdvate or
public projects about which you may have questions.
