SR 10-15-2001City Item # 6.2 MEMORANDUM TO: Mayor and City Council FROM: DATE: Chris Leeseberg, Planner October 15, 2001 SUBJECT: CU 01-34 Request by Coborn's Incorporated for an amendment to a Condition Use Permit Request Coborn's Incorporated is requesting an amendment to a Conditional Use Permit to allow the addition of a drive-up pharmacy window on the west side of their existing building. Location 19425 Evans Street, Lot 1, Block 2, Hillside Crossing (East of Evans St. and North of 193rd Ave; Coborn's Store) Zoning/Land Use PUD (Planned Unit Development) / HB (Highway Business) Attachments · Location map · Site plan · Architectural drawings Background Coborn's, previously known as Sax Foods, was granted a conditional use permit on August 5, 1994. The current use of the property is in compliance with the approved conditional use permit for the PUD. Memo to City Council/Cobom's Incorporated October 15th, 2001 Page 2 Overview The request consists of adding a canopy covered drive-up pharmacy window on the northwest corner of the existing Coborn's store. Design Standards The canopy facia will be an Aluminum Composite Metal panel system. The canopy will be supported with two support columns placed within the new curb island. The columns will have a rock face concrete masonry unit base with architectural metal wrap on the remainder of the column. Landscapin~ There was no landscape plan submitted, as there is no requirement for any additional landscaping. Parking and Circulation With the addition of the drive-up pharmacy window there will not be any additional parking requirements and existing parking will not be affected by the addition. There is concern that vehicles exiting the drive-up window have the ability to drive into the pedestrian circulation of the entrance/exit doors of the store. A planter shall be placed at the end of the drive-thru lane to prevent vehides from driving into the pedestrian circulation as they exit the building. The proposed curb island possibly will create a problem as vehicles might try to "cut" the corner to enter into the drive-thru lane, should they not make the turn they will need to back-up to realign their vehicle, thus blocking the parking lot drive lane. If the island were to be extended to the north, it would place the vehicles farther out of the parking lot drive lane. To prevent wrong way traffic form entering the drive-thru, appropriate signage should be placed at the exit of the drive-thru. Sewer and Water The proposed addition does not affect sewer and water services. Drainage and Utilities The proposed addition does not affect drainage and utilities. This informational signage shall not exceed four (4) square feet per sign in sign area. Plannine Commission Action The applicant suggested they would prefer placing a planter at the end of the drive lane, to prevent vehicles from driving into the pedestrian circulation as they exit the building, instead of adding additional bollards as staff had suggested. The Planning Commission agreed with this request. The applicant was asked how many vehicles they anticipate will be using the drive-thru daily. They believed initially that 5-10 vehicles a day will use it, but once established, it would generate about 25 vehicles. The Planning Commission voted unanimously to recommend approval of the request to the City Council with conditions recommended by staff and amended per the applicant's request. Recommendation Staff and the Planning Commission recommend that the City Council approve the conditional use permit request for Coborn's Incorporated to construct a canopy covered drive-up pharmacy window with the following conditions: o All comments of the City Engineer are addressed. A planter shall be placed at the end of the drive-thru lane to prevent vehicles from driving into the pedestrian circulation as they exit the building. The planter and plantings shall be of a height and density as not to impede the sight lines of both vehicular and pedestrian traffic. Extend north end of the curb island to align with north edge of the existing building. Signage reading, "Do Not Enter - Pharmacy Drive-Thru Exit" shall be placed on backside of proposed Yield sign.
