ACTION REQUESTED
Adopt Resolution Approving Application for a Transit Improvement Area Designation, the Transit
Improvement Area Plan and Execution of Subsequent Agreements and Contracts
BACKGROUND/DISCUSSION
At its June 14, 2010 worksession, the City Council authorized staff to proceed in preparing an application
for designation of a Transit Improvement Area for the t/z mile radius of the Elk River Noxthstar
Commuter Rail station.
Upon designation by the MN Dept of Employment & Economic Development (DEED), Transit
Improvement Areas would be eligible to receive future state or federal funds to help fund projects that
increase the effectiveness of transit by incorporating commercial, residential, or mixed-use development
and provide for safe, pedestrian-friendly use.
A requirement of the application is adoption of the attached resolution.

RESOLUTION 10-
A RESOLUTION APPROVING APPLICATION FOR A TRANSIT IMPROVEMENT
AREA DESIGNATION, THE TRANSIT IMPROVEMENT AREA PLAN AND
EXECUTION OF SUBSEQUENT AGREEMENTS AND CONTRACTS
BE IT RESOLVED that the City of Elk River has approved the Transit Improvement
Area Designation application submitted to the Minnesota Department of Employment &
Economic Development (DEED) on July 16, 2010 for the Elk River Northstar Commuter
Rail Station.
BE IT FURTHER RESOLVED that the Ciry of Elk River has approved the Transit
Improvement Area Plan described in the application as the 17155 Ave Focus Area Study on
June 21, 2010.
BE IT FURTHER RESOLVED that upon approval of this application by the state, the
Mayor and City Administrator may enter into agreement with the State of Minnesota for the
above-referenced plan, and that the City of Elk River certifies compliance with all applicable
laws and regulations as stated in all contract agreements.
