Mayor Klinzing,
I know that at first blush this idea may seem outlandish, but I would like to suggest potential
solution to the Highway 10 issue. The idea is simple and identical to what was done in Duluth
with 135...run Highway 10 into a tunnel through Elk River and build up the downtown above
the Tunnel. It was a gmat success for Duluth!
I am sure it would be expensive, but probably no more so than acquiring land and building a bypass.
