DISCUSSION:
Minnesota Municipal Utilities Association will be holding its 78~' Annual Summer Meeting in
Alexandria, MN this year. The conference runs from Monday August 23`d through Wednesday
August 25`h. The 2010 Budget included sending 2 staff and 1 commissioner to this conference.
The brochure is attached for you reference.
On June 30s', Central Minnesota Municipal Power Agency announced that Steve Thompson was
promoted to Chief Executive Officer and Larry Blaine was hired as their Chief Financial Officer.
The news release is attached.
Sherburne County Emergency Services and the Community Emergency Response Team have
requested a tour and demonstration at our power plant. This is tentatively scheduled to take
place in August.
After the June 17`h storms, ERMU provided mutual aid assistance to Wadena and Rochester for
their tornado recovery efforts.
At the June 14`" EDA meeting, the EDA recommended the utilization of Energy City as an
economic development tool. In the recent past, ERMU has participated with the EDA in their
efforts and outreach focused on existing businesses. ERMU is currently working on updating
Conservation Improvement Programs brochures and rebate brochures to be used as
communication and education tools to help the EDA and Energy City with their economic
development and energy conservation goals.

MMUA's 78th Annual Summer Meeting will
beheld at Arrowwood Resort & Conference
Center in Alexandria, Minnesota. We will
continue our same format as last year. We will
have our annual bike ride as well as the golf
tournament on Monday afternoon before the
start of the meeting. You will have the option
of coming to the resort early to play golf or
take a bike ride on the Central Lakes Trail with
all your friends from the industry. We want
you to enjoy a day of fun, warm weather and
exercise in beautiful northern Minnesota. We
will end Monday with our evening Bar-B-Q
overlooking Lake Darling.
Please take time to review all of the informa-
tion in this brochure. It contains everything
you need to register with MMUA and Arrow-
wood Resort & Conference Center for the
meeting and all of the activities.
We have a full slate of interesting speakers
lined up for all dayTuesdayand Wednesday

a two-hour trade show in conjunction with a
reception prior to the start of the banquet on

take place on the 14 foot wide, black topped,
Central Lakes Trail which runs from Osakis to
Fergus Falls. Bikes & helmets will be available
for you to rent, or bring your own. The bike
shop is located in Alexandria next to the trail.

The choice is yours. Wejust want you to get
out and enjoy an afternoon of fun and beauti-
ful northern scenery.

Blue Earth, MN -The Central Minnesota Municipal Power Agency (CMMPA) and its wholly-
owned subsidiary, Utilities Plus (UP), announce that Steve Thompson has been promoted to
Chief Executive Officer (CEO) of both organizations, effective July I, 2010. Thompson had
been Deputy CEO since January.
"Steve Thompson has demonstrated his readiness to lead CMMPA and UP," said Bob Schulte
of Schulte Associates LLC, who is completing a consulting assignment as Interim CEO. "This
well-deserved promotion completes the management succession planning we have been doing
the past months. The agency will be in good hands going forward."
"I am honored with this responsibility, and excited about continuing the success and growth of
the agency in the future," said Thompson. Mr. Thompson has over 30 years of experience in
the electric utility industry. He graduated from the University of Minnesota with a BS in
electrical engineering and the University of St. Thomas with a MBA. He joined CMMPA/UP in
2000.
In other news, Larry Blaine has joined CMMPA/UP as Chief Financial Officer (CFO). He has
served in that role as a contract employee since 2006. He graduated from Pepperdine University
with a BS in accounting and the University of Denver with a MBA. "We are very pleased that
Larry has accepted this critically-important position with the agency," said Schulte.

Credit cazds are in full swing now. It was introduced in the message section of our June bills,
also on the website, and in a newspaper ad that ran for two weeks. With the phone payment
option available, we also have apre-recorded message allowing customers to transfer directly to
this system without having to memorize a different phone number.
A change we have implemented in the office is automation with the phones transferring after
hours to GRE. Previously, we had to manually transfer the phones every night (and then back
again every morning.) The phones would not be able to be transferred timely at night if a staff
member happened to be on a phone call with a customer at 4:30. Also, there has been the
occasion where the phones were not timely transferred right away in the morning. This
automation transfers the calls out at 4:30pm and back in at 8:OOam. I would like to acknowledge
that Bob Peazson from the city's IT department was very accommodating and worked with us to
automate this transferring process. It was not without its struggles and is certainly very
appreciated.

The SCADA system has been installed at the plant and is now being used. The new
SCADA laptop has also been completed. I have been taking the laptop home. There will
be some training involved to bring everyone up to speed on changes. So faz the new
system works great.

I have contacted the Minnesota Pollution Control Agency (MPCA) on the topic of
utilizing gray water for irrigating places such as: golf courses, parks and cropland. The
MPCA has cities using gray water for these types of locations and they see no problem
with using gray water for irrigation purposes. I met with Tim Steinbeck, the Elk River
Generation Plant Manager in Elk River. Tim will set up a meeting and have his to look
into G.R.E.'s questions and concerns on their participation in irrigating with gray water.
They want to know estimated costs, pumping rate etc...

Last yeaz, I was asked if I would consider running for Sherburne County Soil & Water
Conservation District Supervisor (SCSWD). This is an elected position so I would be on
the ballot for the election this fall. The SCSWD meet once a month, generally in the
mornings. I would like to know if the Commissioners would mind if I ran for this
position.

• We had storms this month causing some outages, the wind blew a tree over and tore
down a single phase tap in Otsego, lightning took out some fuses, elbow arrester and
wrecked a transformer on County Road 13, and other smaller wind related problems.
• We sent one crew to Rochester for three days and one crew to Wadena for three days for
mutual aid after the storm.
• Installed a primary loop on Cazson Street. With this in we will be removing (2) three
phase j-boxes and replacing (2) other rusted out three phase j-boxes.
• We changed out a rusted three j-box at the court house.
• Continued working on changing out our cutouts, fuses and fuse pads.
• We have completed the Area 23 Taps.
• Continued working on Enger's Addition rebuild.
• Started rebuilding Area 22. This is the single phase overhead part we acquired from
Connexus on County Road 1.
• Started working on 15` and 2"d Street rebuild.
• Hooked up the permanent service for Twin Cities Orthopedics in Otsego.
• Had two new electric services.

The following is a summary of projects and/or updates over the past several weeks:
This month the Locating Department had a total of three hundred locate tickets. Twelve of those tickets
were "anoointments reouired", two were "boundary surveys", twenty-three were "undated" tickets and
seven were "emergency" locates.
The Metering Department continues with weekly and monthly substation checks, and doing the monthly
power bill. The meter change-out program is still continuing as time permits. During this process, they
have been helping the water department change water meters at the same time they aze there to change the
electric meter.
The SecuriTy Systems Department had a total of sixty-four phone contacts, twelve personal visits, twelve
systems quoted, nine sales made, ten installs completed and 18 service calls for the month of June.
Power Plant staff has performed the monthly run of the generators. They had to send one of the cylinder
heads from engine # 1 to Kansas to get repaired. The same head also needed a valve replaced.
This month Michael, Mark and I attended a free one-day seminar at Border States facility in Brooklyn
Pazk on capacitor banks. It was a very informative session. It was the first of its kind offered that I know
of. I have included a form in the education section of this book.
