Staff and the Planning Commission recommend the City Council adopt the attached ordinance
amendment.
PLANNING COMMISSION
The Planning Commission questioned whether the signs could be displayed year round. (Yes) The
Planning commission questioned what an event was, and wondered if a circus or carnival could use the
signs. (Staff replied that a conditional use permit is issued fox a specific use, and if a carnival or circus
was granted a CUP, they then could use these types of signage.)

Staff recommends that the Planning Commission recommend approval of the Ordinance Amendment.
BACKGROUND/DISCUSSION
Staff asked the City Council on June 21, 2010 fox authorization to review the signage ordinance for the
CRT zoning district as it applies to large lot parcels that have approved uses which generate large
assemblies of spectators and sponsors.
The issue is the sponsor advertisements that occupy the perimeter of the track. With the current
ordinance, the signs are not allowed. These types of sponsor signs are no different the signs you see on
the outfield fence of many ball fields in communities.
Staff has drafted an ordinance that will allow event sponsor signs, signs subordinate to a principal use
intended for the display of information for onsite patrons, for uses that have received a Interim Use
Permit (IUP).
This is an overview of what criteria must be met to have these signs:
• Requires a valid IUP
• Sign plan approved by CitST staff
• Larger than 20 acres
• No more than 50 signs
• 32 square feet max size, one sided only
• 10 feet from property line
• 25 feet from right-of--ways
• Must face away from right-of--ways
• 6 foot max height
• Signs shall not be illuminated

Direct staff to deg=elop ordinance amendments for consideration of signage at Elk Rig=er Motocross.
Background/Discussion
CitS~ staff has been approached by the proprietors of Ells Rig=er Motocross, Todd Plaisted and Chris
Carlson. Elk Rig=er Motocross utilizes several ads=ertising boards for its sponsors. These boards are not
permitted b~= current ordinance.
The signs are placed primarily= for the benefit to users on-site, and are not placed in such a ~vay to
generate interest fiom Highway 169.
Based on the uniqueness of the operation, staff and proprietors are requesting authorization to research
possible ordinance amendments that would permit this t5-pe of internal signage.

ORDINANCE 10-
CITY OF ELK RIVER
AN ORDINANCE OF THE CITY OF ELK RIVER
AMENDING SECTION 30-876 OF THE CITY CODE OF ORDINANCES RELATING
TO SIGNAGE IN THE COMMERCIAL RESERVE TRANSITION AREA
The City Council of the City of Elk River does hereby ordain as follows:
Section 1. That Section 30-876 titled CRT Commercial Reserve Transitional district of
Elk River City Code shall be amended to read as follows:
Sec. 30-876. CRT commercial reserve transition district.
a) Temporary signs as permitted in section 30-851 et seq.
b) Permanent signs.
1) One freestanding sign, not to exceed 150 square feet with a maximum height of 30 feet.
2) Three wall signs, not to exceed 300 square feet per occupanry.
c) Event sponsor signs a sign subordinate to a principal use intended for the display of
information for onsite patrons, shall be allowed if they meet the following criteria:
1) An approved Interim Use Permit has been obtained for the property
2) A sign elan shall be approved by City staff
3) Property shall be larger than 20 acres
4) No more than 50 signs
5) Not to exceed 32 square feet
6) Must be one sided only
7) Shall be setback 10 feet from property line
8) Shall be setback 25 feet from right-of-wavs
9) Shall face awa~from right-of--wavs
10) Shall not exceed 6 feet in height
11) Shall not be illuminated
Section 2. That this ordinance shall take effect upon publication as provided by law.
Passed and adopted by the City Council of the City of Elk River this 19~ day of
