RE: ZANE AVENUE COOPERATIVE AGREEMENT PROJECT
Dear Council Members:
As I discussed with you a couple of weeks ago, MnDOT has responded to our request for a
Cooperative Agreement project for the extension and reconstruction of Zane Avenue from
Mississippi Ridge to the Amedclnn by indicating that the access onto TH 10 near the Amedclnn
must be closed for them to participate. Based upon your previous direction, Michele McPherson
and I have met with Ted Saxon of Saxon Motors and Harry Bebo of Napa Auto Parts. Mr.
Saxon enthusiastically indicated he would like the City to move forward with this project,
including the closing of the access onto TH 10. Mr. Bebo was much more reserved and has a
number of concerns regarding how the proposed road realignment will affect his business
operation, and is reserving final judgment until he is assured that we can come up with a design
that will address his issues. He did indicate, however, that he was willing to proceed to the next
step, which we indicated would be a more detailed layout and topographic survey to begin
addressing the vadous issues involved in the project.
The September 20, 2001, response letter from MnDOT asked that we have a revised layout,
updated cost estimate, and City Council resolution back to them by November 1st. They have
also asked whether or not we can deliver this project for construction in 2002. Attached for the
City Council's consideration is a resolution authorizing a Cooperative Agreement project to
proceed. We are working on the revised layout and cost estimate, and are planning to respond
to MnDOT that the City is willing to proceed with this project and construct it in spring of 2002.
If you have any questions, I will be in attendance at your City Council meeting on October 22,
2001.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION AUTHORIZING AN AGREEMENT PROJECT
WITH THE MINNESOTA DEPARTMENT OF TRANSPORTATION
FOR WORK ON AND/OR ADJACENT TO TRUNK HIGHWAY 10
WHEREAS,
the City of Elk River proposes to make improvements on and/or adjacent
to Trunk Highway 10 within the City limits in Sherbume County,
Minnesota, such as closing the median opening and access onto Trunk
Highway 10 near the Americlnn and reconstructing Zane Avenue from the
access to Trunk Highway 10 to the south to the plat boundary of
Mississippi Ridge Addition;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
The City of Elk River shall be responsible for preliminary engineering, project design,
environmental documentation, right-of-way acquisition, permitting functions and
contract administration for said improvements.
