Overview
Rapid Sport Marine Center is requesting a general planning permit to set up a tent for
outdoor boat sales on Wlamart property. The size of the tent is about 60' X 120' (7,200 sf.)
and will be located near on a grass area west of the parking lot. The tent will not take up any

parking spaces. The sale will mn from Thursday June 5~h to Sunday June 8~h. Ther will be 20
to 30 boats on display.
Recommendation
It is recommended that the City Council approve the request for a general planning permit
to allow Rapid Sport Marine Center to set up a tent on Walmart property with the following
conditions:
1. The tent and the area around the tent be maintained free of debris and kept in an
orderly condition.
2. The location of the tent be consistent with the submitted site plan.
3. The tent be removed within one day of the end of the sales period and the site be
returned to its previous condition.
4. All vehicle parking shall be confined to the existing paved parking lot.

Dear Mayor Klinzing,
The Lund, Larson, and Crestliner boat companies have authorized us at Rapid Sport
Marine Center to sell their products to customers in the mid-central area of Minnesota.
To better reach the residents of Elk River we'd like to bring boats right to their
neighborhood and hold a four day boat sales event at the Elk River Wal-Mart. The Wal-
Mart General Manager has already approved the use of a portion of their parking lot for
this event.
Aside from the required permits we require no special help from the City of Elk River as
set-up, tear-down, security, and clean-up are handled entirely by us.
Logistical details of this event include: · Sales event held Thursday through Sunday, June 5th- 8th.
· One 7,200 square foot tent (60' x 120').
· Set-up on Wednesday.
· Tear-down on Sunday.
· 25 to 30 boats displayed within the tent and alongside the outer tent perimeter.
· Security staffhired for each day- from close to opening.
· Clean-up of any debris.
· We will not be selling any food or beverages (handled by local merchants only).
· Customers may view, purchase, and finance their boat on the spot.
We have 25 years of experience conducting off-site boat sales like this. We act
professionally, treat customers well, and leave the area in good shape once we're done.
