Staff supports a Planning Commission recommendation to rezone the subject property from R 3
Townhouse/ Multiple Family Residential to I-1 Light Industrial.
BACKGROUND/DISCUSSION
Great River Energy owns 5.51 acres of land north of their peaking plant and RDF generating plant at
their offices at 17845 East Highway 10. The parcel is west of Carson Street, and generallyeast of the
Vernon Estates and Vernon cemetery.
The property is guided for Light Industrial in the 2004 Comprehensive Plan. The rezoning would make
the property consistent with the Comprehensive Plan and State Law.
Because the parcel is guided for Light Industrial, staff supports the request.
Further improvements to the site, including grading, building, and outdoor storage will require additional
approvals.

PROJECT NARRATIVE
Great River Energy ("GRE"} proposes to change the zoning classifrcation of its Elk River
Headquarters Generating Plant Expansion parcel from R3 (Townhouse/Multiple Family Res.} #011
(Light Industrial} to more closely coincide with the actual ownership and intended use of the parcel.
GRE intends to grade and prepare the parcel for ou#door storage of wire reels and other types of
typical electric utility hardware and equipment. In addition, GRE would prepare the site to potentially
add a steel "butler' type of building at some undetermined point in the future on the southwest
portion of the parcel near the cemetery while maintaining the open character of the north end.
Please see the attached preliminary Grading, Drainage and Erosion Control Plan as well as the
Wetland Determination Report prepared by John Oliver ~ Associates for reference.
According to Section 30-1292 of the Etk River Code of Ordinances, the "!-1 district shall serve as a
transition between more industrial uses and residential and other business uses. This district is
appropriate for manufiacturing, warehousing, and similar industrial uses...These areas are intended
to encourage the deveiopmen# of industrial uses which are clean, quiet, and free of hazardous or
objectionable elements such as noise, odor, dust, smoke, glare, or other poilutan#s." Tl~e GRE
parcel stands as a buffer between the industrial facilities #o the south, the business park to the east
and the residential uses to the west. GRE's development would provide for a more attractive and
efficient use of the currently vacant parcel while minimizing the aesthetic effects to residents and
businesses. The intended storage use by GRE is also compatible with the clean and quie# industrial
uses intended by the Zoning Ordinance.

33, Range 26, Sherburne County, Minnesota, described as: Commencing at a point on the North
line of said Southeast quarter of the Southeast quarter (SE%4 of SE'/4) a distance of 66.00 feet, as
measured a# right angles, east of the northwest comer thereof; thence east along said North line for
a distance of 176.00 feet; thence south parallel with the West line of said Southeast quarter of the
Southeast quarter {SE'/4 of SE'I} for a distance of S~.QU feet #o a point to be hereafter Known as
„ ~,
Point A for the purposes of this description, thence west parallel with said North line of the
Southeast quarter of the Southeast quarter (SE'/ of SE'/~) for a distance of 176.00 fee# to intersect
the East line of the West 66.00 fee#, as measured at right angles, ofi said Southeast quarter of the
Southeast quarter (SE'/4 of SE'/4), said poin# of intersec#ion also being the ac#ual Point Of Beginning
of the land to be hereby described; thence return east along said parallel line to said Point "A„;
thence southeasterly parallel with the westerly line of the right of way of V.S. Highway No. 169 for a
distance of 840.84 feet, more or less, to in#ersec# the South line of said Southeast quarter of the
