Request Consider a request by Phil Collins to operate an impound lot. Location 16234 Jarvis Street Zonina/Land Use I2 (Medium Industrial) / MI (Medium Industrial) Attachments · Location map * Site plan · Letter from applicant Overview The applicant is proposing to enclose a portion of his property for use as an impound lot. The property is located on the west side of Jarvis Street and south of J & J Machine. The area proposed to be used for the impound lot is 128' by 117' (14,976 sr.). Outdoor storage requires a conditional use permit in the I2 Zoning District. Memo to Mayor and City Coundl/CU 03-07 May 19, 2003 Page 2 Existing Conditions The lot on which the impound lot will be located is 2.5 acres in size. The property is currently used by the applicant as his residence and office/home base for his towing business, Collins Brothers Towing. He currently stores his tow trucks on the property. There is a 32' by 48' pole building and a 19' by 21' outbuilding on the site. The outbuildings are accessed via a bituminous driveway that is connected to the parking lot for J &J Machine. The north side of the property will front on 163rd Avenue, which will be constructed as part of the public improvements for Cascade Industrial park. The front of the property has frontage on Jarvis Street. Most of the area that will be used for the impound lot is fairly fiat. The southwest comer is lower than the rest of the lot, and the applicant will fill a portion of that comer to provide a level surface. The surrounding properties are zoned I2; the land uses include a machine shop and undeveloped industrial land. Access and Storage Area The area that will be ufflized as the impound lot is located in the northwest corner of the property. The proposed lot will be accessed from 163rd Avenue. A bituminous driveway will be installed near the northwest comer of the property. Since the driveway will only be used to occasionally access the impound lot, the width should be limited to 24 feet. Concrete curb and gutter should be installed along the driveway. The surface of the impound lot will be class 5 gravel. It will be setback a minimum of 10 feet from the north property line and will not extend closer to 163ra Avenue than the north side of the existing pole building. The applicant will enclose the lot with an 8-foot high chain link fence. A gate will be installed to provide access from 163ra Avenue. White privacy slates will be installed on the north and west side of the lot. The applicant is working with the Police Department on security lighting. Landscaping Additional landscaping will be required along 163ra Avenue and along the west property line. Landscaping should include a mix of evergreens and street trees. A total of 12 trees will be required. Plannin_a Commission Meetinq At the Planning Commission meeting held on April 21~ no one spoke at the public hearing. The Commissionasked about fluids leaking from the vehicles. The applicant explained that most fluid leaks occur at the scene of the accident and fluid leaks at the impound lot are minimal. Steve Rohlf, Environmental Officer, indicated that he did not believe that fluids leaking from cars stored at the proposed impound lot would be a problem. The City Engineer was also asked about vehides leaking fluids and he did not feel it was a significant issue. Concrete curb and gutter shall be installed along the driveway. 2. The improved surface shall be setback a minimum of 10 feet from the west property line and shall not extend closer to 163rd Avenue than the north side of the existing pole building. 3. A landscape plan shall be supplied to the city for review and approval. Additional landscaping shall be required along 163rd Avenue and along the west property line. A total of 12 trees are required. 4. The driveway shall be bituminous and the width limited to 24 feet. 5. Security lighting shall be installed per the Police Department recommendation. The North and East sides of the perimeter will have white privacy slats installed; both for privacy and for a professional appearance. The following narrative is in response to item 3: "Our proposed new impound lot will be of a professional appearance and of good construction. We will cover the area with class 5 gravel. The area will be surrounded with an eight-foot chain link fence. It will be topped with razor wire. As required by the Police Department and for a Professional appearance we are installing the fence so that it will keep the vehicles inside protected from vandal, etc. and will protect the public from exposure to the damaged vehicles. 'In an 'effort to be conciseness of our neighbors and passers-by, we will be installing white privacy slats on the North and East sides office chain link fence."
