Request
The City Council is asked to consider a Conditional Use Permit request by the City of Elk
River Wastewater Treatment Facility to construct a 25 'x 50' pole shed on the bio solids land
application site.

Overview
The City owns 120 acres north of 165th Avenue at the Jarvis Street alignment. This is owned
by the W astewater Treatment Enterprise Fund and is used for the land application of bio
solids (sludge) generated from the treatment process at the Wastewater Treatment Facility.
In previous years, bio solids stored at the Wastewater Treatment Plant have been stored over
winter and then trucked via tank and tractor to the site for land application. Due to the
speed of the City's equipment, transporting the bio solids to the site has become a larger
liability and safety concern. In the 2002, the decision was made to contract with a private
hauler for transport of the bio solids from the treatment plant at 249 Railroad Drive to the
land application site.
Analysis
In order to eliminate the need to relocate the application equipment on a daily basis during
the land application season, the W astewater Treatment Plant manager would like to
construct a 25' x 50' cold storage building on the land application site. The building would
be located in the southeast comer of the site near the intersection of Jarvis Street and 165th
Avenue NW. The building would be constructed as a metal pole shed. The structure is
relatively simple; two sliding or overhead doors on either end to allow the equipment to be
driven through the building and a man door for staff purposes. The structure will have a
dass V floor.
The Heritage Preservation Commission reviewed the request at their April meeting and, as
the request includes excavation, have requested that any archeological items found on the
site would be reported to the City immediately.
The structure should comply with all building and fire codes where applicable.
Plannin& Commission Action
The Planning Commission held a public hearing regarding the request at its April 22, 2003
meeting. No one spoke for or against the request. The Commission voted unanimously to
recommend approval of the request to the City Council.

Recommendation
Staff and the Planning Commission recommend that the City Council approve the request
by the W astewater Treatment Facility to construct a storage building at the bio solids land
application site to the City Council with the following conditions:
1. THE BUILDING SHALL COMPLY WITH ALL BUILDING AND FIRE
CODES WHERE APPLICABLE.
2. ANY ITEM OR CONDITION FOUND THAT INDICATES THE SITE IS
LIKELY TO YIELD INFORMATION IMPORTANT TO PRE.HISTORY OR
HISTORY SHALL BE REPORTED TO THE CITY IMMEDIATELY.
FURTHER, THE CITY RESERVES THE RIGHT TO STOP THE WORK
AUTHORIZED ON ITS APPROVAL UNTIL THE SITE IS
APPROPRIATELY INVESTIGATED AND WORK IS AUTHORIZED TO
CONTINUE BY THE CITY.

In the past, we have filled the sludge tanker at the plant and transported each load of Bio-
Solids to the application site.It takes 10 mins. to load the tanker, 45 mins. to travel to the
application land and back and 10 mins. to empty the tanker.Traveling on Hwy. 10 with
the tractor and tanker has become a safety issue and is not very time efficient.
The 2003 budget contains funding for having a company(Fergus Power &Pump) load
the Bio-Solids in semi-tankers and transport to the application site and load the City of
Elk River's application equipment.This will get our equipment off of the highway and cut
our time spent on this task.
The budget also has finding for erecting a pole barn, on the land at 165th & Jarvis.The
pole barn will allow the Wastewater Dept. to store the application equipment on site
and eliminate the need to travel Highway 10 at the end of each application day.It will
also provide storage ,inside, for the application equipment.The tractor will only be stored
in the.building during the application season.The tanker will be stored in the building on
a permanent basis.The building will be 50 ft. x 25 ft., which will allow some storage
room for some of the equipment from the Y.A.C. softball fields.
Quotes have been received for the building and will be in the range of$15,000-$17, 000.
The 2003 budget contains $22,000 to fund this project.This is the first year that we have
contracted for transporting the Bio-Solids to load our equipment on site, so any
unforeseen problems will be found and corrected.The 2003 budget contains
funding,$16,300, to pay for the contract hauling of the Bio-Solids.In the future, this
cost will go up and down , as it is tied directly to the amount of Bio-Solids which have
been generated and stabilized at the Treatment Plant.
