ITEM DESCRIPTION REVIEWED By Modifications to Main Street at old Northbound Liquor Store Lori ohnson, Ci Administrator Site REVIEWED BY ACTION REQUESTED Authorization to obtain quotes for the extension of the right hand turn lane at the northeast corner of Main Street and Trunk Highway 169 and to close the access to the property located at 50 Main Street NW (formerly the Northbound Liquor Store). BACKGROUND/DISCUSSION As discussed back in 2009, there continues to be a need for a longer right hand turn lane for west bound motorists traveling on Main Street as they approach Trunk Highway (T.H.) 169. With the changes to the use of the property located at 50 Main Street NW it has become more feasible to complete the lengthening of the turn lane and closing of the access. We have reviewed the title for the above referenced property and can not find any documentation that a cross access easement exists across the property. The property to the north of 50 Main Street NW has frontage and access to Baldwin Ave NW and 3rd Street NW. While people in this area have become accustomed to using the paved connection from 3`d Street NW to Main Street across this property, it is not designed or maintained as a public street. The proposed turn lane extension, as shown in the attached figure, would require closing the current access to Main Street as described above. The proposed turn lane extension would provide an additional 115-feet of stacking room in the right hand turn lane. From an engineering perspective the project will provide the needed additional stacking in the right hand turn lane and access control at the T.H. 169 and Main Street Intersection. Together this will help improve the performance and safety of the intersection. If directed to proceed, we propose to begin the implementation by placing temporary barricades across the access on the north and south end of the property to see what type of reaction we receive from the public and adjacent property owners. This will allow anyone who feels they have a legal right of access through this property time to present such documentation prior to us fully removing the existing pavement. We will then work with the streets department to secure quotes for the addition of concrete curb and bituminous paving for the turn lane. All final pavement removal and turf restoration will be completed along with the final restoration of the approved bio-retention basin that will be constructed in the location of the old Northbound Liquor Store building. Quotations will be gathered and tabulated to determine an exact project cost. These quotations will come back to the City Council for authorization before the work is completed.
