BACKGROUND/DISCUSSION Great River Energy (GRE) owns approximately five (5) acres north of the peaking plant, west of Carson Street. The land is currently vacant. GRE has requested rezoning of the property from R-3 (Townhouse/ Multiple Family Residential) to I-1 (Light Industrial). While no formal use of the property has been requested, GRE suggests that the property might be used for outdoor storage at some point in the future. Outdoor storage is a conditional use in the I-1 zoning district and a public hearing will be part of that review. Comprehensive Plan The 2004 Comprehensive Land Use plan identifies the subject parcel as Light Industrial. This rezoning would remove an inconsistency between the Zoning and Land Use Plan. Public Comment One letter in opposition has been received. Gary Janish, manager of the Carson Street Station retail center noted his concerns with additional traffic on Carson Street. No traffic onto Carson is proposed. During the Planning Commission meeting, a resident spoke of concerns with property values, questioning the impact industrial zoning would have on his parcel. Planning Commission Comments Commissioners questioned the types of uses that the property could be used for if zoned Industrial. Commissioners noted the concern with traffic on Carson and recognized that traffic impacts would be reviewed more closely as part of the site improvement. BACKGROUND/DISCUSSION Great River Energy owns 5.51 acres of land north of their peaking plant and RDF generating plant at their offices at 17845 East Highway 10. The parcel is west of Carson Street, and generally east of the Vernon Estates and Vemon cemetery. The property is guided for Light Industrial in the 2004 Comprehensive Plan. The rezoning would make the property consistent with the Comprehensive Plan and State Law. Because the parcel is guided for Light Industrial, staff supports the request. Further improvements to the site, including grading, building, and outdoor storage will require additional approvals. GRE intends to grade and prepare the parcel for outdoor storage of wire reels and other types of typical electric utili#y hardware and equipment. In addi#ion, GRE would prepare the site #o potentially add a steel "Butler" type of building at some undetermined point in the future on the southwes# portion of the parcel near the cemetery while maintaining the open character of the north end. Please see the attached preliminary Grading, Drainage and Erosion Control Plan as well as the Wetland Determination Report prepared by John Oliver s~ Associates for reference. According to Section 30-1292 of the Elk River Code of Ordinances, the "1-1 district shall serve as a transition between more industrial uses and residential and other business uses. This district is appropriate for manufacturing,. warehousing, and similar industrial uses...These areas are intended to encourage the development of industrial uses which are clean, quiet, and free of hazardous or objectionable elements such as noise, odor, dust, smoke, glare, or other pollutants.a The GRE parcel stands as a buffer between the industrial facilities fo the south, the business park to the east and the residentia! uses to the west. GRE's development would provide for a more attractive and efficient use of the currently vacan# parcel while minimizing the aesthe#ic effec#s to residents and businesses. The intended storage use by GRE is also compatible with the clean and quiet industrial uses intended by the Zoning Ordinance.
