ACTION REQUESTED
Council motion approving a special event permit to the ECFE Advisory Council for 1K walk and a 5K
walk/run scheduled for October 9, 2010 with the following conditions:
1. Applicant shall be responsible for garbage clean-up.
2. Walkers/runners are to utilize sidewalks, trail systems, or road shoulders throughout the entire
route. No road closures will be permitted.
3. The ECFE Advisory Council shall designate race marshals to monitor the race route and
participants.
BACKGROUND/DISCUSSION
The ECFE Advisory Council is requesting to host a 1 K walk and a 5K walk/run on October 9, 2010.
Below is a synopsis of the request:
^ Both routes will begin and end at The Handke Center.
^ The event begins at 9 a.m. and goes unti112:30 p.m. The walks/run begin at 10 a.m.
^ The event is open to the public. The ECFE Advisory Council is expecting approximately 100
participants.
^ Following the event there will be snacks, activities, and games. Inflatable bounce houses, gym
activities, and a book fair will be featured.
The ECFE Advisory Council requested that the streets on the entire route be closed during the event;
however, city staff is recommending that request not be approved. City Engineer Justin Femrite and
Police Captain Brad Rolfe reviewed the application and concur that the sidewalk and trail systems along
the route are sufficient to accommodate the walkers/runners. If the participants chose not to run on the
concrete walks, the shoulders of the roadway along the route are wide enough to accommodate them.
Staff spoke to the ECFE Advisory Council and they are agreeable to using the sidewalks, trails, and
shoulders. Another organization held a similar event in May with approximately 400 participants and no
road closure was required during that event.

1K route Walkers will line up just behind the runners at Proctor and Main. They will head down Main Street in front of the Methodist Church
and take a right onto Rush Ave. At 5th St NW they will head east back towards Proctor, then go down Proctor and end at the ECFE parking lot.

5K route (the same as the Sherburne County Fair parade route) - Begins at Proctor Ave at Main Street. Runners will run up Main Street towards
Mississippi Rd, and go on to Orono Parkway. At Joplin Street, runners will turn around and head back to Proctor and Main. Approx. 3.3 miles
