MEMORANDUM liver TO: Mayor and City Council FROM: Phil Hals, Street Superintendent DATE: September 13, 2010 SUBJECT: Public Works Site Master Plan Update On August 31, 2010, City Councilmember Matt Westgaard and City staff members Rodney Schreifels, Mark Thompson, and Phil Hals met with SEH design team members Gayle Mack, Jon Halter, and John Rodenberg to discuss preliminary site designs for a Public Works facility expansion. The most important question - Is this the best location for a Public Works facility for the long term? Items that were discussed axe as follows: • Our existing site offers many challenges to design a facility that is sized fox our community at our eventual build out. • The advantages that this site offers are a central geographic location, city sewer and water, and city owned property. • The disadvantages are angled and irregular property lines and numerous wetlands. • Some of the necessities for a fully functional facility are proper sized buildings, a surrounding yard area that has room for equipment maneuvering and traffic flow, and a material storage yard. As various options were discussed, it became clear that there are two key issues that need to be addressed if the existing site is going to work fox the long term. The first issue is the compost site. Should the site stay close in location with the Public Works facility? Is there other City property that could be adapted fox a compost drop off? Some properties that could be considered are: Woodland Trails Park, Hillside Park, and the sludge land on 165' Street and Jarvis Avenue. The second issue is the Oak Knoll Athletic Fields. Could one or more of the fields be relocated so that the site could be used for the Public Works building? Staff will be on hand fox Monday's meeting to discuss these items and seek council guidance on the site location before our next session with the SEH planners.
