Utilities Commission Update
Item 4.1.
Councilrnember Dietz is the City Council representative on the Elk River Municipal Utilities
Commission. At the June 16, 2003 City Council meeting, John is scheduled to provide the Council
with an update on the Utilities activities.
Attached for your review are the draft Utilities Commission minutes from the June 10, 2003
meeting.

Vice President James Tralle called the June I0, 2003 meeting to order.
2. Consider Utilities Agenda
Bryan Adams l~as one additional item to be discussed 'under Other Business.
Jerry Takle moved to approve the Agenda for June 10, 2003, with one addition. James Tralle
seconded the motion. Motion carried 2-0.
3. Consider Consent Agenda
Staff responded to questions on the Check Register.

5,1 Staff Up-dates
Glenn Sundeen reported on various works in progress in Elk River, and Otsego, as well as smaller jobs,
and safety training. He advised the Commission of the June 18, 2003, Safety Camp to be held from 8:00 am
to 4:00 pm. He also apprised the Commission ora one hour power outage, and the steps being taken to avoid
further problems for resumption of service to customers. Dave Berg updated the Commission on the
progress of the water tower, answered questions on hydrant flushing, and the changing out of meters.

5.2 Review & Consider Co. Rd. 13 Bids
Bids for the Co. Rd. 13 electric feeder construction were received on May 28, 2003. A bid tabulation
was presented to the Commission. Staff discussed the bids, as well as the process with Commission.
James Tralle moved to accept the lowest responsive bid from MP NexLevel. Jerry Takle seconded the
motion. Motion carried 2-0.
5.3 Review 4th Avenue Pavement Rehabilitation Project
Howard R. Green drafted plans, and specifications, and secttred bids for the 4~h Avenue Pavement
Rehabilitation Project. Bryan Adams presented a bid tabulation reflecting the results of the bid. The City
authorized the project on May 24, 2003. Staff responded to questions about the project, including
homeowner participation in replacing the non-copper services from the main to the curb stop. It is noted that
a 2003 ERMU budget contains a $35,000 item t~ replace the existing overhead electrical distribution with an
underground system, to coincide with the street rehabilitation.
Jen-y Takle moved to authorize the Utility part in the 4* Ave. Pavement Rehabilitation Program. James
Tralle seconded the motion. Motion carried 2-0.
5.4 Review City Council Correspondence
There was no discussion, and no action on this item.
6.1 Review Elk River Comprehensive Plan (Draft #1)
Michele McPherson appeared to review, answer questions, and receive comments regarding the first
draft offlae Elk River Comprehensive Plan. She explained the participating Committee members, and that
the plan is a 20 year plan. Bryan Adams asked if the City is capping growth based upon sewer capacity.
James Tralle asked about ecological restraints to ease the sewer capacity. Jerry Takle noted two corrections
that need to be made. Ms. McPherson urged the Commission to note the larger context of the plan. Jerry
Takle asked about cultural expansion, and noted that he feels the City needs to be more supportive in that
area. Bryan Adams discussed the Wellhead Protection portion of the plan. James Tmlle advised that he
believes the revised Plan is more fluid, and is a great improvement over the previous 1995 plan. Discussion
further included market projections, the traffic problems, and the logical progression of development. Ms
McPherson thanked the Commission, and Staff for their input.
6.2 Review & Consider Firearm Policy
Bryan Adams reviewed with Commission the recently passed Conceal and Carry Firearms
legislation. Bryan Adams answered questions regarding the Concealed Carry Law 624.714, and explained
the Firearms Policy that has been drafted.
James Tralle moved to adopt the Firearms Policy as presented. Jerry Talde seconded the motion.

6,3 Consider Replacement of Electric Line Truck
The 10 year Capital Project Projections wa~reviewed, and explained. The Projection notes the
replacement of a digger-derrick line truck in 2004. Commission and Staff discussed the replacement criteria
for trucks.
Jerry Takle moved authorization to draft plans, specifications, and secure bids to replace the 1992
Chevrolet Kodiak digger-derrick line truck~ for delivery in 2004. James Tralle seconded the motion. Motion
carried 2-0.
6.4 Consider Revision to Customer List Policy
Bryan Adams advised Commission that the Government data practice section of Minnesota Statutes was
revised to reflect that electric utility customer lists are private data, and no longer public information. The
current policy was discussed, and the proposed policy reviewed.
Jerry Takle moved to adopt the Customer List Policy revision. James Tralle seconded the motion.
Motion carried 2-0.
Other Business
Bryan Adams explained a Site Agreement between ERMU, and CorPorate Technologies, for an
antenna to be erected on the Jackson Street Water Tower. improvements tO the Tower have been completed.
lames Tralle advised that he would like to see the lease payments be put into a restricted ftmd, for future
painting of tlae Tower.
Jerry Takle moved to authorize Staffto ,.xecute the Site Agreementl James Tralle seconded the
motion. Motion carried 2-0.
Jerry Takle asked Bryan Adams about the possible addition of a 4L~ engine at the Landfill Gas Site.
Bry~ Adams explained that a 4'h engine would require a major emission permit, which could be as costly as
the engine itself. Pros and cons were discussed.
The next regularly scheduled meeting of the Elk River Municipal Utilities Commission will be held
July 8, 2003.
Vice President Tralle adjourned the regular meeting of the Elk River Municipal Utilities Commission
at 5:15 pm.
