Map Illustrating Parcels to be Zoned Rlc and RId Analysis In April 2000 as part of the discussion of the recodification process, the Planning Commission discussed the various single family zoning districts and whether or not one or two of them could be combined. As a result of that discussion, during the recodification process, the RIe district standards were removed from the Zoning Code. As a result, a map amendment rezoning those areas zoned Rle Single Family needs to be approved to provide consistency between the zoning map and code. The Rle district standards were changed to reduce the minimum lot size from 20,000 square feet to 11,000 square feet. As a result, this created another single family zoning district similar to the RIb and the RIc districts. Memo to the Mayor and City CouncillZC 03-02 June 16, 2003 Page 2 At the March 25, 2003 meeting, the Commission tabled this request for further discussion. The issue was further discussed at the April 8, 2003 workshop meeting. At that meeting, the Commission agreed that the areas currently zoned Rle and subdivided would be rezoned to Rlc, and vacant areas would be zoned RId which has a minimum lot area of 14,000 square feet. Staff was also directed to develop a set of standards for consideration if a residential PUD were submitted by an applicant. Planning Commission Action The Planning Commission recommended unanimously that the City Council rezone the properties as recommended by staff. Recommendation Staff and the Planning Commission recommend that the City Council approve the zoning map amendment to rezone properties currently zoned Rle, Single Family to R1c and Rid, Single Family as illustrated on the attached map. S:\PLANNlNG\Case Files\2003\ZC 03-02 City of Elk River\6 1603 cc memo.doc Item # MEMORANDUM 13065 Orono Parkway Elk River, MN 55330 TO: Planning Commission FROM: Michele McPherson, Director of Planning DATE: April 11 , 2000 SUBJECT: Discuss Combining Single Family Zoning Districts R1B - R1E As part of the re-codification process, staff is critically reviewing the zoning code and has observed there may be opportunities to combine, and therefore reduce the number of zoning districts that must be administered by staff, the Planning Commission and the City Council. Staff has elected to begin with the single family zoning districts, specifically, districts R 1 b through R 1 e. Attached please find a table comparing the requirements of the single family zoning districts. As can be noted on the attached chart, the district requirements are very similar in terms of lot area, lot width, and setback requirements. It may be appropriate to combine districts R1c through R1d and continue to utilize R1b. The R1b district is primarily adjacent to the Elk River between Highway 10 and the railroad tracks. This district, I believe, was specifically designed to address individual septic systems on individual lots. -In addition to the closeness of the requirements for the various single family zoning districts, the trend in recent years has been to approve planned unit developments to allow mixed single family and attached housing types in the same development. These individual districts may become less and less necessary as developers proceed with planned unit developments, as opposed to individual neighborhoods. At a future meeting, staff will discuss with the Commission, zoning districts for duplexes, town homes and apartments. Again, there is an opportunity for' combination of districts and specifically, the clarification of our standards for each of those districts. Zonina Standards The Commission reviewed the draft outline for the reorganization of the zoning district standards. No changes were proposed by the Commission. The Commission did, however, discuss building standards and expressed an interest in reviewing other cities' requirements including Minnetonka, Stillwater and Maple Grove. This item will be added to a future workshop agenda for further discussion by the Commission. The Commission also requested that they review street light standards and also wanted to work on standards for townhouse development. 3. Evaluate Consolidation of Sin ale Familv Zonina Districts The Commission discussed the various single family zoning districts and the merits of combining several into one district. The Commission agreed in concept that districts A 1, R 1 a and R 1 b would be maintained. They also expressed an interest in maintaining R 1 d, which would perhaps help preserve areas with significant stands of trees or water bodies requiring protection. It appeared that R 1 c and R 1 e districts would be combined into one. 4. Other Business The Commission agreed to review the League of Minnesota Cities training video at their June workshop prior to visiting other cities cluster developments. 5. Rle Zoning Standards The Commission reviewed information provided by staff regarding the change in the minimum lot size for the Rle Zoning District. The Commission reviewed the 1996 staff reports relating to the changes in all residential zoning district standards. The Commission reviewed a number of options to protect the natural features on the east side of the comrmmity in the areas that are currently undeveloped. The options for protection include rezoning the undeveloped Rle areas to Rld, which has a lot area of 14,000 square feet. The currently subdivided sites would be rezoned to Rlc. The Commission discussed alternative residential subdivision standards and the merits of reverting back to POO requirements. Chair Pederson asked if this was not going back to something the City Council wanted to get away from, as the adoption of the R3 T ownhome standards was reaction to too many Planned Unit Developments being approved. Commission Anderson stated that from his experience and training, the POO is the strongest tool a city has for directing and manipulating development, however, standards and expectations must be set high to ensure that the city gets what it needs from a development and does not give away all of the advantages to the developer. After continued discussion regarding the pros and cons of Rlc versus Rid versus POO, the Commission agreed that for the interim, the Hillside area and the area south of County Road 12 would be rezoned to Rlc and the undeveloped area north of County Road 12 would be rezoned to Rid. 2. Business Park Standards - Analysis of Adiacent Communities' Standards The Commission reviewed the information provided by staff regarding a comparison of light Industrial and Business Park zoning standards of adjacent communities. The comparison was between Elk River, Big Lake, Anoka, Ramsey, and Rogers. ZC 03-02 The City Council of the City of Elk River does hereby ordain as follows: Section 1. The duly adopted Zoning Map of the City of Elk River is hereby amended to rezone the properties described as: Zoning Districts Identified on Exhibit A as Rle shall be rezoned to Rlc and Rld, as shown on Exhibit B Section 2. The rezoning is being approved based on the following findings: 1. THE REZONING AND LAND USE CHANGES ARE CONSISTENT WITH THE COMPREHENSIVE PLAN. 2. THE CONDITIONS HAVE CHANGED TO WARRANT THE ELIMINATION OF THE R1E ZONING DISTRICT. 3. THE ZONE CHANGE IS COMPATIBLE WITH ADJACENT LAND USES. Section 3.
