Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Planning Conunission
was called to order at 6:30 p.m. by Chair Westberg.
2. Consider 8/3/10 Planning Commission Agenda
MOVED BY COMMISSIONER LEMKE AND SECONDED BY
COMMISSIONER SCOTT TO APPROVE THE AUGUST 3, 2010 PLANNING
COMMISSION AGENDA. MOTION CARRIED G-0.
4. Planning Commission Representative to Attend August City Council Meeting
• Chair Westberg will attend the August 16, 2010 City Council meeting.
5.1. Request byGRE to Rezone PropertyfromR3 (T'ownhouse/Multiple Family Residential) to
I1 (Light Industrial, Public Hearing -Case No. ZC 10-08
The staff report was presented by JeremyBarnhart. He noted that the property owner
intends to use the site for outdoor storage, and a conditional use permit will be required.
Commissioner Ives asked if impacts on the adjacent residential neighborhood (Vernon
Estates) will be discussed at the time of conditional use permit review Mr. Barnhart stated
yes.
Chair Westberg opened the public hearing.
James Macheldt, 205 15Y Street - stated he feels his property value would be decreased by
the. industrial zoning and was not in favor of it.
There being no other public comments, Chair Westberg closed the public hearing.
Mr. Barnhart stated that staff received a written letter of opposition from the owner of
Carson Street Station, stating theywere against GRE having access to Carson Street. Their
concern was additional traffic on Carson Street. Mr. Barnhart explained that the
development was limited to businesses that did not generate a lot of traffic. Mr. Barnhart
• explained that it is his understanding GRE will access the property from their current site.
He noted that transportation issues can be addressed when reviewing a conditional use
permit.

Comi~nissioner Scott asked what type of uses could occur on the propertywith the rezoning.
Mr. Barnhart reviewed the uses. Commissioner Scott stated he felt a way could be found to
meet the property owner's needs without negatively impacting the neighboring residents.
Commissioner Ives stated that his wus comfortable with the change, since it was consistent
with the Comprehensive Plan.
MOTION BY COMMISSIONER LEMKE AND SECONDED BY
COMMISSIONER JOHNSON TO RECOMMEND APPROVAL OF THE ZONE
CHANGE REQUEST BY GRE TO REZONE CERTAIN PROPERTY FROM R3
(TOWNSHOUSE/MUULTIPLE FAMILY RESIDENTIAL) TO I1 (LIGHT
INDUSTRIAL). MOTION CARRIED 6-0.
5.2.
Mr. Barnhart presented the staff report. He noted that properryownexs affected bythe zone
change should see no change in their use of the property. Staff recommended approval of
the zone change as described in the draft ordinance attached to the staff report.
Chair Westberg opened the public hearing.
Lee Fredrickson, owner of Lee's Riverside Auto -expressed concern that the rezoning
will impact his property. Mr. Barnhart explained that his property along I~ighway 10 was
currently zoned I-pighway Commercial and that would not change, and that his lots currently •
zoned Light Industrial will now be General Industrial.
There being no other public comments, Chair Westberg closed the public hearing.
MOTION BY COMMISSIONER BELL AND SECONDED BY COMISSIONER
LEMKE TO RECOMMEND APPROVAL OF THE REZONING OF CERTAIN
PROPERTY FROM I1 (LIGHT INDUSTRIAL) AND I2 (MEDIUM
INDUSTRIAL TO I3 (GENERAL INDUSTRIAL) AS PRESENTED IN THE
STAFF REPORT. MOTION CARRIED 6-0.
53. Request by City of Elk River for Ordinance Amendment Relating to Definitions for Signs,
Case No. OA 01-08
Chris Leeseberg presented the staff report. He stated this request is to include and/or
modifyseveral definitions that were inadvertently omitted in the final adopted sign
ordinance in June. He noted that Planning Commission previously reviewed and approved
these changes.
Chair Westberg opened the public hearing. There being no public comment, Chair
Westberg closed the public hearing.
MOTION BY COMMISSIONER IVES AND SECONDED BY COMMISSIONER
JOHNSON TO RECOMMEND APPROVAL OF THE REQUEST BY THE CITY
OF ELK RIVER FOR AN ORDINANCE AMENDMENT RELATING TO SIGNS •
AS PRESENTED IN THE STAFF REPORT. MOTION CARRIED 6-0.

Mr. Barnhart stated that the FAST StudyArea land uses and rezonings will be discussed at
the August 24, 2010 Planning Commission workshop.
6.2. Wapiti Park Update
Mr. Barnhart provided an update on action taken by the City Council at their August 2, 2010
meeting regarding Wapiti Park Interim Use Permit (IUP). He noted that the IUP was
approved with a number of conditions, one of which requires Wapiti Park to come up with a
verifiable plan, approved bythe City Council that will ensure permanent residents will not
live at the recreation camping facility.
