Step Increase for Douglas Wellner
Doug Wellner started working for the city on April 22, 2002. He started at the lowest step in
his pay grade (pay grade 13 - step A) because he was not yet certified. It was agreed that his
first step increase would be given when he received this certification. Because it was
anticipated that it would be the better part of a year before he could obtain his first
certification (Building Official Limited) he was not to receive a step increase on July 1,2003.
Mr. Wellner successfully past the Building Official Limited test in May of 2002. Further he
received his full Building Official Certification in November of 2002. I feel that the first
step increase Mr. Wellner received placed him at a wage he would have deserved, if he had
his certification when he was hired. It will be a full two years without a step increase, if he
doesn't receive one in 2003. Mr. Wellner has demonstrated himself to be a valuable
employee for the city and it is my recommendation that he is given a step increase active
immediately.
