MAIN STREET/TH 10 INTERSECTION IMPROVEMENTS
CONSIDERATION TO PROCEED
Dear Council Members:
As we have discussed several times before, we have been proceeding with the design of the Main
Street/TH 10 intersection improvements, anticipating a potential 2003 construction. As you are
aware, this project has a TEA 21 grant for a portion of the funding. MnDOT has approved all
necessary agreements and paperwork, and final plan revisions are currently at MnDOT. We
anticipate final plan approval within the next few days. This is all that is necessary for MnDOT to set a
letting date for this project. The letting date would likely be in approximately mid-August timeframe.
We have appeared at the last River's Edge Committee meeting to discuss this potential project with
that group. The consensus of that group was to proceed with the project as quickly as possible,
understanding that the intersection would be closed to traffic from east of the Pardsh Avenue Bddge
to UPA Drive for approximately 3-4 weeks. We have not contacted any other groups pending City
Council direction to proceed to construction this calendar year.
If the Council directs the project to proceed in 2003, we anticipate a mailing to the downtown and
surrounding business area, a meeting with UPA relative to material delivered from the RDF plant,
potentially a newspaper article, and information on the City's website. We will also have discussions
with the Police Chief and Fire Chief relative to the closure of the intersection.
With this background information, staff is looking for Council direction as to whether or not this project
should proceed to construction in 2003. I will be in attendance at your July 14, 2003 City Council
meeting to answer any questions that you have about this project.
