the standards set forth in section 30-654.
Analysis
The applicant would like to operate a Montessori School in the Union Congregational
Church. The applicant proposes to utilize 900 square feet of space in the basement of the
church. The school will be staffed by two employees and the number of students using the
facility will be 20, ranging in age from 3 years to 6 years old.
The school will be in operation during the months of September through May. The hours
of operation will be 9:00 am to 11:30 am Monday through Friday.
Parking and Circulation
Access to the Montessori school will be from either 4th Street or Norfolk Avenue.
According to the Ordinance, the facility would require one parking space per teacher or
employee, plus one space per 12 individuals receiving care. This would result in 3-4 stalls
required for the school. The request meets the requirements.

Planning Commission Actions
This item was extended another 60 days as the action date of July 18, 2003 was prior to the
July 21, 2003 City Council meeting.
The Planning Commission unanimously recommended approval of the request.
Recommendation
Staff and the Planning Commission recommend that the City Council approve the
Conditional Use Permit to operate a Montessori School with the following conditions:
1. IF MORE THAN A TOTAL OF 4 EMPLOYEES ARE TO BE ON SITE,
THE APPLICANT SHALL APPLY FOR AN AMENDMENT TO THE
CONDITIONAL USE PERMIT.
2. IF MORE THAN A TOTAL OF 30 STUDENTS ARE TO BE ENROLLED,
THE APPLICANT SHALL APPLY FOR AN AMENDMENT TO THE
CONDITIONAL USE PERMIT.
3. THE APPLICANT SHALL OBTAIN AND MAINTAIN A STATE
LICENSE.

Chiraualle, Italy to an educated middle class
family. Despite conuentionalit&l, she
graduated from medical school with the
highest honors, receiving a medical degree at
age :?4. Montessori went to work in the
University of Rome's psychiatric clinic with
the "ineducable." Later she was appointed as
the Government Inspector of Schools. She
had one child, Maria who supported her work.
She was nominated for a Nobel Peace Prize.
Eventually, she left Italy and resided in the
Netherlands until her death in 1952.
