Equipment
Attached for your review is a brief memo from the WWTS Superintendent
Darrell Mack regarding his request to proceed with the bidding process for a
tractor and liquid manure spreader. Darrell has advised us that if this was a
new one piece unit the cost would be in excess of $300,000. By combining two
different pieces of equipment to meet Darrell's needs at the treatment plant,
we are saving a substantial amount of money. Additionally, we may consider
an option for a demo tractor that could save us even more money. The
spreader piece of equipment must be new. This expenditure was taken into
consideration when the plant expansion was authorized.
This piece of equipment is needed because the old tractor is in need of major
repairs and the spreader is not large enough. The new spreader tank will
hold 4500 gallons while the old tank only holds 1500 gallons. Essentially, we
can take less trips per day (five compared to ten with the old truck) and haul
about 35% more sludge per day. The trips are five miles each way. This will
save us a great deal of staff time. The bidding and delivery process to obtain
the equipment is a relatively short process so we expect the new equipment
to be online this spring. We will then sell the old equipment.
Recommendation
It is recommended that the City Council approve proceeding with the bidding
process for these two pieces of equipment for the WWTS.

SUBJECT: Equipment Purchases
In the 1997 budget, I requested a liquid manure spreader at an estimated
cost of $30,000 and a 160 HP frontwheel assist tractor at an estimated cost of
$80,000.
I am now requesting council approval to start the bid process for both units.
