TRANSPORTATION ENHANCEMENTS FUNDING
Dear Council Members:
As part of the application process for "Transportation Enhancemems Funding," it is
required that a sponsoring agency be identified. The sponsoring agency is to be
responsible for securing and guaranteeing the local share of costs associated with the
project, along with operating and maintaining the facility.
The attached resolution identifies the City of Elk River as the sponsoring agency for the
above-referenced "Transportation Enhancement" project. As such, the City
acknowledges willingness to secure the local share of the funding and to be responsible
for operation and maintenance of the pedestrian bridge. We would recommend Council
adoption of this resolution as part of the application process.
If you have any questions, I will be in attendance at your meeting on January 21, 1997.

RESOLUTION NO. 97-
A RESOLUTION OF SUPPORT FROM SPONSORING AGENCY
IN THE MATTER
OF THE TRANSPORTATION ENHANCEMENT
IMPROVEMENT OF 1997
WHEREAS,
the Federal Highway Administration (FHWA) requires that states agree to operate
and maintain facilities constructed with federal transportation funds for the useful
life of the improvement and not change the use of right-of-way acquired without
prior approval from the FHWA; and
WHEREAS,
transportation enhancement projects receive federal funding from the Surface
Transportation Program (STP) of the Intermodal Surface Transportation Efficiency
Act (ISTEA) of 1991; and
WHEREAS, the City of Elk River is the project sponsor for the transportation enhancement
project identified as TH 169 Pedestrian Bridge.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
The City of Elk River shall act as sponsoring agency for a "Transportation Enhancements"
project identified as TH 169 Pedestrian Bridge, and acknowledges herewith that it is
willing to be the project sponsor, knowing full well that such sponsorship includes a
willingness to secure and guarantee the local share of costs associated with this project and
responsibility for seeing this project through to its completion, with compliance of all
applicable laws, rules, and regulations.
Terry J. Maurer, P.E., City Engineer, is hereby authorized to act as agent on behalf of
this applicant.
The City of Elk River hereby agrees to assume full responsibility for the operation and
maintenance of property and facilities related to the aforementioned transportation
enhancement project.
I hereby certify that the foregoing resolution is a true and correct copy of a
