Overview
Plaisted Companies is proposing to construct two additions to their building
on County Road 33. The first phase is an addition to their office in the front
of the existing building. This addition went through site plan review and is
currently under construction. The addition to the maintenance shop, in the
rear of the existing building, is the second phase of the proposed expansion
and requires a conditional use permit.

Building
The applicant is proposing to construct an approximately 8400 square foot
addition to the existing building. The existing building is about 11,200
square feet and contains both the shop area and office area; the front part of
the existing building is office area and the rear portion is used as the
maintenance area. The expansion of the shop area will include areas used for
vehicle maintenance and an area that will be used for washing trucks and
equipment.
Building elevations
The applicant has indicated that the additions will match the existing
exterior of the building. The applicant should provide elevations to confirm
this.
Parking and access
The site has a separate parking area for customers that is located in front of
the building. Access to this area is separate from the access to the truck
loading and maintenance area. However, the access to the truck facility is
close to the exit from the customer parking area. Signage should be included
to avoid confusion between the customer exit and the truck access.
The site comphes with the parking requirements and the paving and curbing
requirements of the zoning code.
Landscaping
The site plan shows 3 transplanted crab apple trees along County Road 33 to
the west of the truck access. In order to screen the interior of the site and the
gravel pit from County Road 33, an additional 6 evergreen trees should be
planted along County Road 33 west of the truck access. The proposal
complies with the landscaping requirements of the zoning code.
Grading and drainage
The City Engineer has reviewed the grading and drainage plan and indicated
in a memo dated 12/4/96 that it was acceptable.

At the Planning Commission meeting held on December 19,1996, there was
no public comment during the public hearing. However, the applicant stated
that there will be a truck washing facility included as part of the expansion
of the maintenance shop. This will require review by the building
department and an additional septic system to handle the waste water from
the truck washing facility.
Recommendation:
The Planning Commission and staff recommend that the City Council
approve this request for a conditional use permit to construct an addition to a
maintenance shop with the following conditions:
An additional 6 evergreen trees should be planted approximately 15
feet on center in two rows in the area between the truck access and the
west property hne.
The access to Sheily property to the west be paved to match the paving
on the west side of the Plaisted building
Elevations of the proposed shop addition are needed. The exterior of
the addition should match the exterior of the existing building
Any truck washing facility be reviewed by the building department
and installed in comphance with all state and local codes.

Parking and access
The site has a separate parking area for customers that is located in the front
of the building. This area has 14 parking spaces and is surfaced with brick
pavers. An additional 14 spaces are proposed along the west property line.
There is also an area designated for future additional parking along the west
property line.
Access to the maintenance shop is separate from the customer parking area.
It is located to the west of the customer access and will be utilized by the
trucks entering and leaving the maintenance shop as well as trucks using the
gravel pit. This access and the area located between the building and the
west property line will have bituminous paving. The access will also have
curb and gutter.
There is an access to the Shelly property to the west. This access is used by
trucks going from one facility to the other. It is not clear whether the
applicant is proposing to pave this access; consideration should be given to
paving this access so that it matches the proposed paving on the west side of
the building.
The parking and access drives comply with the setback requirements and the
site will meet the paving and curbing requirements for the I2 zone.
Landscaping
The applicant is not proposing any additional landscaping. There is a buffer
area with mature oaks and poplars along the east property line and
landscaping in the front along County Road 33. The area to the west of the
truck access does not contain any landscaping. Additional evergreen trees in
this area would help screen the gravel pit and the loading scale from County
Road 33.
The applicant is proposing to relocate 3 crabapple trees to the area west of
the truck access. The proposal complies with the landscaping requirements.
No new signage is proposed
Building elevations
The addition to the front will match the existing brick and split faced
concrete block. Elevations of the addition to the rear were not provide, this
addition should match the exterior of the existing structure.

Grading and drainage
The City Engineer reviewed the grading and drainage plan and found it
acceptable. They will be draining the site to a drainage pond located in the
northeast part of the site.
Well and septic
The applicant will be drilling a new well near the front of the existing
building. They plan on utilizing the existing on site septic system.
Recommendation
It is recommended that the Planning Commission recommend approval of
Plaisted Companies request for a conditional use permit to construct an
addition to their maintenance shop with the following conditions:

The area separating the customer area from the truck access should be
extended to the street so that the curbing is in line with the west side
of the truck access and the west side of the customer exit drive.
An additional 6 evergreen trees should be planted approximately 15
feet on center in two rows in the area between the truck access and the
west property hne.
The access to Shelly property to the west be paved to match the paving
on the west side of the Plaisted building
Elevations of the proposed shop addition are needed. The exterior of
the addition should match the exterior of the existing building.

RE: PLAISTED BUILDING ADDITION
Dear Mr. Harlicker:
As you requested, we have reviewed the drainage calculations for the proposed addition
to the Plaisted Building located on County Road 33. The drainage calculations were
prepared by Todd McLouth of John Oliver and Associates. These calculations accurately
reflect the change in impervious area and additional runoff after the proposed office and
shop expansion, along with the bituminous pavement of the parking area. The existing
pond located in the northeast part of the site is shown to be enlarged by the necessary
amount to compensate for the additional runoff. Based upon this information, we would
recommend approval of the drainage calculations for the proposed building expansion.
