ITEM 9.3. ity of MEMORANDUM iver FROM: DATE: Mayor & City Council ~tn uK~~ r~i,C~)d m~at °r SUBJECT: Northbound Construction Manager Attached for your review is some material from Gary Tushie, architect for the Northbound Liquor store project, regarding the Greystone Construction Company and his recommendation to hire this firm as the construction manager for the Northbound project. Included with this material is some information from Greystone on the bid estimate for the project and a quote on their fees for construction management services. After extensive discussions and evaluation, staff supports the hiring of Greystone Construction Company as the construction manager for the Northbound project. Please note that the fee has been negotiated down by $6,430 or 18 percent from the first quote a few weeks ago. In order to help explain the construction management approach to a construction project, I need to relate the concept to the City Hall project. With the City Hall project the city hired Borson Construction as the general contractor for the project as they submitted the low responsible total project bid. With this project, Borson hired all of the subcontractors (mechanical, electrical, plumbing, etc.) based on quotes that they received. It is assumed that Borson had marked up these subcontractors quotes ~n order for Borson to make a profit on the project and this was part of the overall bid that Borson submitted to the city. As the general contractor for the project, Borson had one of their employees act as the superintendent (James) on site to manage the construction project and the subcontractors. The fee for James' services was also part of the overall bid from Borson. Additionally, Borson was responsible and made arrangements for general and special conditions (i.e., SAC & WAC fees, portable toilets, dumpster, project office, temporary utilities, etc.) which again became part of the overall Borson bid. With the construction management approach, the city hires a firm (Greystone) and one of the Greystone employees becomes the owners rep and supervisor on site to manage all of the subcontractors. This is after the city awards the subcontractors bids. Accordingly the city, and not a general construction company, is managing the project. This is the same supervisor 13065 Orono Parkway · P.O. Also, with the construction management approach, Greystone pays and charges the city as a "reimbursable" for the general and special conditions much like Borson had included in its overall bid package. Finally, the city pays Greystone 3.8 percent of the project ($35,570 based on the estimate) for management services. This compares to the 7 percent estimated mark up that Borson had on its subcontractors as a profit margin. Additionally, for this 3.8 percent, the city receives some services through pre-bid assistance to the architect on designing the project. Overall, under this approach the construction manger supervises the subcontractors that the city hires versus a general construction firm supervising and making a profit off of these subcontractors. Based on the recommendation from Gary Tushie, which I support, the construction management approach saves the city money and we get a better overall project. Before considering the architectural fees or a project contingency budget, the liquor store project is estimated to cost the city about $1,044,100. We hope that this estimate is high. This estimate is through using the construction management approach and it is believed that if we simply went out for bids and used a general contractor for the project that the total project would be about 3 percent higher. The biggest furniture, fixture, and equipment item for this project is the cooler and when we add everything together, we are probably looking at a project that is in the $1.4-1.45 million range. The Council should note that this total project cost estimate is higher than what we originally envisioned. We have successfully completed several projects with this company and would highly recommend them as construction managers for this project. Greystone's fee was reduced from 4.5% of construction costs to 3.8%. As we discussed, the advantages of construction management for this project are as follows: · Better coordination between general construction activities and Owner furnished equipment such as coolers, P.O.S. equipment, cash wraps, shelving, racks, etc. · Lowered construction costs because of greater exposure to a larger variety of subcontractors. The construction manager is hired by the city and, as such, is looking out for your interests instead of a general contractors. Because of the small size of this project, if the city did not hire a construction manager, there could be general contractors bidding this project that may not be qualified from a technical or experience standpoint to build this project, and if they were the low bidder and complied with the bidding requirements, the City would have to award them the project. A construction manager would be a member of the design team providing value engineering services during the design and construction document phases assisting the city in making value decisions for the project to keep the project on budget and provide the most "bang for the buck". As such, they are familiar with this type of construction and current market conditions. Since we are planning on bidding this project in February of 1997, we would like to have a construction manager retained as soon as possible to encourage their assistance in value engineering the construction documents prepared by Tushie-Montgomery & Associates and in finalizing the construction budget prior to final bidding. Construction Budget of $936,000 a) The attached budget estimate has been prepared based on the project planned. b) The budget includes construction management fee, excludes demolition and excludes environmental consulting. c) As we discussed, site utilities (water, sanitary sewer, storm server, natural gas, power and telephone services are assumed to be available, stubbed into the site. d) The budget estimate is based on the project design on preliminary drawings (L 1.0, Al. l, A ! .2 and exterior elevation drawings, dated 11/19/96, prepared by Tushie Montgomery Associates Inc.). e) Assumed that site grading work will be provided by the City. The "curved" cooler arrangement continues to be an interesting challenge on the project. 5. Schedule of Design, Bidding and Construction a) The Owner can expect to have the construction completed by September 1, based on the following assumptions. b) You have indicated that the Owner intends to select a Construction Manager on January 14, 1997. c) Contraction document design work shall be completed to support bidding of the bid package work in February 1997. Approximately 22 bid packages are anticipated. 6. References a) Greystone Construction Company has a of demonstrated ability to manage commercial retail construction work, completing the projects on time and within the established budgets. b) References are attached for similar type projects.
