1997 Emergency Siren Purchase
In the 1997 Budget under equipment reserve is a line item for the purchase
of two emergency sirens to be located in the City of Elk River. At this time I
have received quotes from Federal Warning Systems located in Rochester,
Minnesota for two 2001 SRN Federal Signal Corporation Emergency Sirens
with the capability of a 5,200 foot range of coverage. The cost of the sirens
with sales tax and shipping is $21,153.50. The second quotation from
Frontline Plus for Whelen Electronic Sirens with a 5,200 foot range of
coverage with sales tax and shipping is $21,560.70.
At this time I would like to accept the quote from Federal Warning Systems
for the purchase of two new 2001 Emergency Sirens at the cost of
$21, 153.50. Delivery of the new sirens are approximately 30 to 45 days.
I would also like to update you, at this time, as to where the two newly
purchased emergency sirens will be located in 1997. Please refer to the
enclosed map of the existing 13 siren locations. The second enclosed map
highlights the proposed areas of coverage for the sirens to be purchased in
1997. After discussion with Glenn Sundeen from Elk River Utilities, the two
locations for 1997 are 209th Avenue NW and Hoover Street, (located in the
southwest corner of that intersection) and Proctor Road and 201st Avenue
(approximately). Future siren locations in the City of Elk River include:
Ranch Road (County 33) and County Road 32; Highway 169 and 217th
Avenue NW; Elk Lake Road and 221st Avenue NW; the area at 211th and
Ogden Street, and Mississippi Road and Waco Street.
Also included in the 1997 Equipment Reserve Budget for emergency sirens is
the upgrading of one siren location. The siren located at the Freeport
Watertower is currently on a 40 foot pole. The ideal siren placement shall be
on a 55 foot pole for proper siren coverage. Therefore, I propose to upgrade
the location at the Freeport Watertower by removing the 40 foot pole and
placing the siren on a new 55 foot pole.

The entire project shall entail the purchasing of three new poles at the cost of
approximately $800 per pole. The electrical hook-up for the three locations
will be $800 per location. The proposed cost for the entire project (sirens,
poles, electrical hook-up) using labor provided by Elk River Utilities will be
approximately $26,800. If you have any questions in reference to this issue,

I will be in attendance at the February 3, 1997, Council meeting to address
this issue and answer any questions the Mayor and Council may have.
