10-04-2010 CCMMEETING OF THE ELK RIVER CITY COUNCIL • HELD AT THE ELK RIVER CITY HALL MONDAY, OCTOBER 4, 2010 Members Present: Mayor Klinzing, Councilmembers Zerwas, Westgaard, Gumphrey, and Motin Members Absent: None Staff Present: City Administrator Lori Johnson, Finance Director Tim Simon, Fire Chief T. John Cunningham, City Engineer Justin Femrite, and Recording Secretary Jennifer Johnson 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 6:30 p.m. by Mayor Klinzing. 2. Consider 10/04/2010 Agenda MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY COUNCILMEMBER WESTGAARD TO APPROVE THE AGENDA. MOTION CARRIED 5-0. 3. Consider Consent Agenda MOVED BY COUNCILMEMBER WESTGAARD AND SECONDED BY COUNCILMEMBER ZERWAS TO APPROVE THE FOLLOWING CONSENT AGENDA: 3.1. 09/13/10 REGULAR COUNCIL MINUTES 3.2. CHECK REGISTER 3.3. APPROVAL OF ON-SALE WINE, 3.2. PERCENT ON-SALE MALT LIQUOR, AND PERMISSION TO SELL INTOXICATING MALT LIQUOR (STRONG BEER} ON-SALE LIQUOR LICENSES FOR GALLI COMPANIES LLC D/B/A POMPEII PIZZERIA 3.4. APPROVAL OF ON-SALE AND SUNDAY INTOXICATING LIQUOR LICENSES FOR APPLE MINNESOTA LLC D/B/A/ APPLEBEE'S NEIGHBORHOOD GRILL AND BAR 3.5. City Council Minutes Page 2 October 4, 2010 ----------------------------- 5.1. Recognition of Firefighter Mike Trunnell Chief Cunningham presented the staff report. He noted that Mike Trunnell has recently declared his retirement date of November 2 and requested council consider declaring Tuesday, November 2, 2010 as Mike Trunnell Day. Mayor Klinzing presented Mr. Trunnell with a plaque thanking him for his 30 years of service to the community and the city. MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY COUNCILMEMBER MOTIN TO DECLARE TUESDAY, NOVEMBER 2, 2010 AS MIKE TRUNNELL DAY. MOTION CARRIED 5-0. 5.2. Thermal Imaging Camera Replacement Chief Cunningham presented the staff report. Councilmember Gumphrey asked if purchasing two cameras would save money. Chief Cunningham stated that he was not aware of any discounts but noted that one company was offering $1,000 for trade-in of a used thermal imaging camera. MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY COUNCILMEMBER WESTGAARD TO APPROVE THE PURCHASE OF ONE THERMAL IMAGING CAMERA AS OUTLINED IN THE STAFF REPORT. MOTION CARRIED 5-0. 5.3. Discuss Council Worksession Agendas Ms. Johnson presented the staff report. Added to the November 8 worksession was Highways 10 and 169 plans discussion. Mayor Klinzing recessed the meeting at 6:45 p.m. to conduct interviews. 6. RECESS TO UPPERTOWN CONFERENCE ROOM TO CONDUCT PARKS AND RECREATION DIRECTOR INTERVIEWS Mayor Klinzing reconvened the meeting at 6:47 p.m. and the council began interviewing Michelle Olson. Mayor Klinzing recessed the meeting at 7:50 p.m. She reconvened the meeting at 7:55 p.m. and the council began interviewing Steve Benoit. Mayor Klinzing recessed the meeting at 9:15 p.m. She reconvened the meeting at 9:20 p.m. Present to discuss the interviewees were Human Resources Representative Lauren Wipper, Recreation Coordinator Stephanie Albin, Recreation Marketing Coordinator RaeAnn Gardner, and Ice Arena Manager Rich Czech. Ciry Council Minutes October 4, 2010 Page 3 After discussion, Ms. Johnson stated she will begin the process of reference checks on the candidates and report back to the Council. 7. Other Business There was no other business. 8. Council Updates There were no council updates. Staff Updates Ms. Johnson informed the Council that the City was awarded a $25,000 grant called the SHIP grant and thanked Stephanie Albin who wrote the grant. Ms. Albin explained that SHIP stands for the Statewide Health Improvement Program. Ms. Albin continued by stating the City of Elk River Parks and Recreation Department requested and received $25,000 for the Elk River Parks and Trails Wayfinding Plan. This plan would support Elk River as a healthy, active community by increasing the opportunities fox non-motorized transportation and increasing access to existing City parks, trails, and Northstar Transit. The purpose of the grant is to establish common signage that will identify linkages and loops to connect various parks and neighborhoods centered on the Northstar Commuter Rail Station. 10.
