Applications for projects to be constructed during State Fiscal Year 2000 (July 1, 1999 - June 30, 2000) will be accepted during the period Monday, December 2, 1996 through Friday, January 17, 1997. Your narrative should include essential information about the background, purpose, location/termini, and cost of your project; as well as the anticipated advantages or benefits to be derived from the proposed improvements. Trunk Highway 169 is a four-lane divided highway through the City of Elk River, Minnesota, with a speed limit of 40 miles per hour. Provisions for pedestrian crossing of the highway are provided at major signalized intersections, located approximately every 3,300 feet along the highway. The majority of pedestrian crossing movements are made between Main Street and 193rd Avenue. The local theater, shopping mall, high school, and other attractions are located on the west side of Trunk Highway 169. The majority of residential units and development in this area is located on the east side of Trunk Highway 169. Approximately 600 existing residential units are located in the area with residential development continuing. The proposed project will benefit local residents by providing a safe and efficient means for crossing Trunk Highway 169 and accessing local attractions and areas on the west side of the highway. Presently, the only means for pedestrians to access areas on the west side of the highway, is to cross at the intersections of 193rd Avenue and School Street, as well as "J'-walking between these two intersections, movements that result in significant pedestrian and vehicle conflicts. The project will help to reduce and/or eliminate pedestrian traffic at 193rd Avenue and School Street, enhancing the flow of traffic through these intersections. "J'-walking between these two intersections would also be reduced and/or eliminated through the implementation of the proposed project. The proposed project would help to reduce short-trip generations (across Trunk Highway 169) from residential areas to commercial areas by providing a safe and efficient route for pedestrian and bicycle traffic from east to west. On a regional level, the proposed project would benefit pedestrian's and bicyclists traveling east and west through the City of Elk River, by providing a crossing location of Trunk Highway 169 that could conceivably be connected to a trail system paralleling trunk Highway 10 thru the City, a highway labeled by the Minnesota Department of Transportation (MnDOT) as being too narrow to provide sufficient space for a pedestrian and bicycle path. A parallel route to Trunk Highway 10 through downtown Elk River has been recommended by MnDOT. In the fall of 1996, a teenage boy wes hit and killed while crossing Trunk Highway 169. The victim was crossing the highway from the east side between School Street and 193rd Avenue to attend a high school football game on the west side of the highway. As a result of this incident, and the safety issues associated with pedestrian movements across Trunk Highway 169, the City of Elk River has been working to determine viable options for improving the safety of pedestrian movements across this highway. One option that has been studied is the construction of a pedestrian overpass across Trunk Highway 169 between School Street and 193rd Avenue. The proposed project would consist of constructing an overpass from the City water tower on the west side of the highway to the east side, and providing a pedestrian path to Dodge Avenue. The estimated cost to construct a pedestrian overpass across Trunk Highway 169 and provide pedestrian paths from the residential area to the overpass is $707,760. The issue to be resolved by the proposed construction of a pedestrian overpass is that of safety--the safety of pedestrians crossing Trunk Highway 169. Because of non- sufficient deaths, the proposed project is not eligible for the Hazard Elimination Safety (HES) program. One additional death or two Type A Personal Injuries would be required to qualify the proposed project for the HES program. 230/347-1304.jan Please identify what costs will be incurred to carry out the proposed project, using the following budget categories as ~ideline. Please explain why your project is eligible to receive Enhancement funds as def'med in the 1991 Intermodal Surface Transportation Efficiency Act (ISTEA). The proposed project consisting of constructing a pedestrian overpass across Trunk Highway 169 and adjacent pedestrian paths is eligible to receive Enhancement funds as it falls under the "Pedestrian and Bicycle Facilities" grouping and the entire project cost is comprised of activities included within ISTEA activity number one, "Provision of facilities for pedestrians and bicycles.' Please list the total estimated cost of your project which is eligible for federal funding. Projects must have minimum estimated cost of at least $100,000 to be eligible. The total estimated project cost is $707,760. Of this amount, $492,000 has been estimated as being eligible for federal funding. Describe the source and amount of your project's assured local (non federal funds) match. Local matches must be at least 20 percent of the estimated total cost of the proposed project. A local match in excess of the minimum 20 percent requirement is permissible, provided that the minimum federal request is at least $50,000. The local match of 20 percent of the total estimated project cost is proposed to be funded through the use of Minnesota State Aid funds available to the City of Elk River. Provide assurance of operating and maintaining the property and facility for the useful life of the improvement. The use of any right-of-way acquired cannot be changed without prior approval from the Minnesota Department of Transportation and the Federal Highway Administration. The project sponsor is the City of Elk River, Minnesota. 6. Describe how your project has a demonstrated relationship to transportation. The proposed project will enhance the safety of pedestrian movements across Trunk Highway 169 by providing a grade separated crossing. Vehicle movement along this corridor will also be enhanced by reducing pedestrian and vehicle conflict points. Explain any details of your project that may be considered mitigation of a transportation project. Routine mitigation activities are not eligible for Enhancement funds. Not applicable. 230/347-131M.jan State if your project is identified in, or is consistent with statewide, regional, or local plans which have been adopted by federal, state, regional, or local agencies. MnDOT State Bicycle Plan includes routes along TH 10 and TH 169 in Elk River. Space limitations are a concern on TH 10 through downtown Elk River. The proposed project would provide safe crossing of TH 169, and would be tied into a route parallel to TH 10 through downtown Elk River. It has been recommended by the State that alternate routes be provided to TH 10 through downtown Elk River. The State plan notes that an alternate route east-west through Elk River would provide a satisfactory route. A pedestrian bridge would enhance an east-west route through Elk River. The project is consistent with Elk River's existing Park Plan, which provides for expanded pedestrian corridors. 2. Describe how your project completes a larger project, concept, or plan. Major improvement in City trail/bicycle path program. Provides safe, grade-separated crossing of TH 169. Provides connection of residential area on east side to business/commercial area on west side. Proposed project would be an enhancement to safety, both pedestrian and vehicle, along TH 169. The proposed pedestrian bridge would become part of the pedestrian corridors included in the City of Elk River's existing Park Plan. o Explain the degree to which a project addresses issues/needs in one, two, or three of the three groupings established for Minnesota's process. Proposed project would encourage and facilitate pedestrian and/or bicycle transportation by providing a safe grade-separated crossing of TH 169. Proposed project would enable increased pedestrian and bicycle movement from residential areas to business, commercial, and school areas. A safe, non-grade crossing will encourage pedestrian/bicycle traffic, and reduce short car trips between the residential area on the east, and the commercial and school area on the west. 4. Explain if your project demonstrates more than a local impact or benefit. Proposed project would provide for regional enhancement by providing safe crossing of TH 169 that is connected to pedestrian/bicycle route paralleling TH 10, which has insufficient area for pedestrian/bicycle traffic. Through its connection with the local pedestrian/bicycle trails, the pedestrian bridge will become part of a larger, regional trail system which includes a north/south railroad corridor extending outside the city limits. The City has purchased this corridor with plans for converting it into a pedestrian/bicycle trail. 5. Please describe adjacent land use and the relationship to the proposed project. The east side of TH 169 is primarily a residential area. The west side of TH 169 is occupied by commercial activities, businesses, and schools.
