SR 02-18-1997ity of MEMORANDUM **ITEM 3.7.** TO: iver MAYOR AND CITY COUNCIL STEPHEN ROHLF, BUILDING AND ZONING ADMINISTRATOR DATE: FEBRUARY 18, 1997 SUBJECT: TEMPORARY EXTENDED HOUR FOR NRG/RDF PLANT The NRG/RDF plant needs to resurface their cement tipping floor. They hope to accomplish this task in two pours. Having half their tipping floor out of commission during a pour will create several operational problems. To resolve these problems NRG is making the following request: Extending hours for receiving MSW from 3:00 AM to 10:00 PM, seven days a week. Current hours are 6:00 AM to 6:00 PM, Monday through Saturday. They will need these extended hours because with only 1/2 of the tipping floor useable, there will not be enough room to stock pile MSW waiting to be processed. NRG is also requesting approval to ship RDF to UPA between the hours of 4:00 PM and 6:30 PM. These hours are currently restricted by the City's permits because of traffic concerns. NRG stated that they will not use these additional hours unless they need to. · Lastly, NRG is requesting permission to have open top trailers in the citizen drop-off area during the first pour for non-processibles. If approved, NRG would do their first pour starting on April 6, 1997. Preparation, the pour, and curing/sealing will take nine days. If the first pour is not too much of a hindrance to their operations they will finish the job in one additional pour; two additional pours if it is a problem. NRG is asking for approximately 18 days of extended hours. It behooves the City that NRG's tipping floor is in good repair.
