PAUL WASECA Last week, Pat Klaers, Steve Ach, and I were discussing the anticipated petition for a feasibility study from the developer of the Wadde Schultz property. In discussing that, we had an opportunity to review the history of how the improvements in the Western Area of Elk River were accomplished. If the Council recalls, the Western Area had a large feasibility study authorized by the City Council which laid out the groundwork for the development of that entire area and also the assessment implications. Then, as each phase of that development was brought forward, the City Council authorized a more detailed feasibility study dealing with only that particular phase. In fact, currently we are preparing a more detailed feasibility study for the third, and final, phase of the Western Area. This approach seemed to work very well in the Western Area. Therefore, we would recommend the City Council authorize the preparation of a similar all-inclusive feasibility study to assimilate all the work which has been accomplished to-date in the Eastern Area. We would envision the study being much like the Western Area feasibility study, dealing with the trunk sanitary sewer and water, drainage issues, and major street issues. We would estimate that this type of feasibility study would take approximately six weeks to prepare. Also, it would deal with the assessment and City-funded portion of the project, along with examples of what the assessments would mean to the major land owners in that area. Most of the technical work necessary for this study has already been accomplished with the exception of some storm drainage work and wetland issues. This document would lay the groundwork for any future developments, including the potential Phase I of the Wadde Schultz property. Attached is a resolution for the City Council's consideration which orders a feasibility study for the entire Urban Service Area in eastern Elk River. Sincerely, MSA, CONSULTING ENGINEERS TJM:kh Attachment 230/220-1006.feb RESOLUTION 97- A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION OF THE CITY OF ELK RIVER ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF THE EAST ELK RIVER IMPROVEMENT OF 1997 WHEREAS WHEREAS The City has determined that it should consider improving certain property by providing trunk sanitary sewer and water, storm drainage, and major street improvements to the urban service area in East Elk River; and Council must first secure a preliminary feasibility study in order to consider making the improvement; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: This matter shall be referred to MSA, Consulting Engineers who is requested to provide to the City Council a report advising, in a preliminary way, whether the proposed improvement is feasible and whether the improvement should thus be made as proposed or in connection with some other improvement and the estimated cost of the improvement as recommended.
