Consider Initiating Ordinance
Amendment To Allow Commercial
Kennels In The Industrial Zones
Request
Consider initiating an ordinance amendment to allow commercial kennels in
the industrial zoning districts as either permitted or conditional uses.
Overview
The Mayor has recently received a letter from Mr. Tom Droegemueller of
TADSON, Inc. which is located in McChesney Industrial Park. Mr.
Droegemueller is possibly interested in developing a commercial kennel on
the same lot that he currently has his manufacturing business. Presently,
commercial kennels are only allowed in the A-1 (Agricultural Conservation)
District and Rla (Single Family Residential) zones. Therefore, if the City
Council would like to consider allowing commercial kennels in the Light
Industrial and/or Medium Industrial zoning districts, an ordinance
amendment will need to be initiated. This ordinance amendment would
require a public hearing and would be presented to the Planning Commission
on February 25th and forwarded to the City Council for consideration on
March 17th.

to present this issue to the Planning Commission on February 25th
and to the City Council on March 17th; or,

Not consider amending the ordinance and limit commercial kennels to

Dear Mr. Mayor;
We are located in the McChesney Industrial Park on Meadow-
vale Road in Elk River.
With your permission we would like to build a dog and cat
kennel facility on our property.
We have written letters to all the businesses and all the
residences within 300 feet of our property. Everyone has
agreed to allow us to have a kennel that will be a completely
"inside" arrangement. The building will be sound insulated to
contain barks and meows with a floor drain system that will
have drains to contain all excrements for disposal into the
sewer system.
We have worked hard during the past 10 years to keep the
ground surrounding our present building neat and attractive.
We have planted a variety of trees and shrubs which are water-
ed by an automatic sprinkler system. We will do the same type
thing around our kennel building.
My son, Reid and his wife, Julie are animal lovers with ex-
tensive experience in working with animals. They will wel-
come your support.
The America Boarding Kennel Association has provided us with
books and building plans to help in accomplishment of this
project. It is a distinct possibility we may provide "dog
pound" services as a part~,of our work with animals. We will
be privileged to meet with you to elaborate on this endeavor.
I will be calling you soon to obtain your opinion about the
above.
