Consider Initiating Ordinance
Amendment
Issue
The City Council is asked to consider initiating an ordinance amendment
amending the antenna overlay zoning district and regulations for tower
construction.
Overview
Approximately 5 months ago the city received its second application from a
telecommunications provider to construct a new tower in the City of Elk
River. The Planning Commission discussed this item at three separate
public hearings before finally making a recommendation to the City Council.
Throughout these public hearings the information exchanged with the
provider and asked for by the Planning Commission made it clear the city's
current ordinance could use some updating to be in step with the current
technologies and criteria other cities are using to manage the development of
telecommunication towers.
If the Council initiates staff to proceed with this ordinance amendment, it
would be presented to the Planning Commission on March 25th and then
forwarded to the City Council on April 21st.
Recommendation
It is recommended the City Council initiate the requested ordinance
amendment and direct staff to begin the public hearing process to review the
proposed ordinance amendment.
