SUBJECT: HRA Update
Item # 5.2.
All Councilmembers are encouraged to attend the HRA meeting before the regular City Council
meeting on July 28, 2003 at Lions Park Center. The HRA meeting will begin at
5:00 p.m. but the discussion on the downtown is not anticipated to begin until approximately
5:30 p.m. or slightly later.
The downtown business owners and property owners have requested time on both the HRA agenda
and the City Council agenda to express their feelings regarding the downtown redevelopment
project. A group of business owners and property owners met on July 22, 2003 and put together a
list of issues and concerns that they would like to present to the city. The business owners and
property owners were advised to present the list of issues to the HRA, as the City Council has
directed the HRA to take the lead in this downtown redevelopment project. Nonetheless, the
business owners and property oxvners also want to speak before the City Council, as it is ultimately
the City Council who will make the decision on whether or not to eliminate part of Jackson Square
for this project.
If all of the Councilmembers can get to the HRA meeting by 5:30 p.m. or so, we may be able to
avoid a duplication of the same (business and property owner) presentation being made before both
the HRA and the City Council. Likewise, we may also be able to avoid having staff present parking
information twice if the City Council is at the HRA meeting.
A full and complete response to the issues raised by the business owners and property owners is not
anticipated until the August HRA meeting. In conversations with Mr. and Mrs. VanValkenburg it
was indicated that they would get the list of issues to staff by Thursday afternoon, but as of Friday
morning (10 a.m.) we have not yet received this material so it is likely that it will just be presented on
Monday. However, everyone has been aware that parking is an issue with this or any downtown
project and there is some prelLmmary parking information that is available to be presented to the
HRA and City Council. Please see item # 7 of the HRA packet for the full staff report on
downtown parking information.
In addition to presenting some parking information, I think that the developers will attempt to clear
up some misconceptions about the project. One issue that needs to be cleared up as soon as
possible is the "low income" concern regarding the apartments.

Beautiful Downtown Elk River
I am very disappointed in the direction that MetroPlains and The City of Elk River have
chosen to pursue in their efforts to revitalize Downtown Elk River.
After reviewing the City of Elk River Downtown Revitalization Project Project Goal &
Objectives on the Cities' web page, I feel that many of the objectives have been cast
aside and the results will be changes in the downtown which don't reflect the goals but
rather what was easiest for the developers and least costly for the city.
One objective is to increase exposure to the riverfront. Does building a four story
building in a location not on the river, that will in fact block one of the good views of
the river accomplish that goal?
Another objective is to replace market/economic obsolete buildings. MetroPlains has set
their sights on developing the Jackson Square Parking Lot and severely cutting back on
convenient parking for those businesses currently on the river side of the street. Is the
ultimate goal here for the city to be able to acquire the riverfront properties cheaply
when the existing businesses are forced to close because of reduced convenient parking?
A third objective is to increase housing downtown. This isn't a bad idea. I am just
trying to visualize my grand~nother pulling her shopping cart trying to get across
highway 10 with her groceries. Or a mom pushing a stroller trying to walk her kids
across the highway and the train tracks to go play.
When I supported MetroPlains bid to be the developer of downtown. I did so based on
their concept of developing the bluff block on the river and the northeast corner of King
and Main (see October 2002 City of Elk River Downtown Revitalization Q&A
Newsletter referencing this). Whereas there is definitely room for improvement in
downtown Elk River, in medicine there is a saying "First do no harm." MetroPlains
and the City of Elk River Staff working on these plans need to refocus their efforts to
DO NO HARM!
Please let the City of Elk River know what you think about their plans for downtown!

The undersigned DO NOT want the Jackson Square Parking Lot in historic downtown Elk River to be developed as proposed by
MetroPlains. The Development, as it is currently proposed, would rid Elk River of its historical town square, including its Flag Pole,
Historic Gazebo and numerous large Coniferous Trees.
As many towns in Minnesota are striving to develop a centralized "town square" (i.e. Maple Grove, Wayzata and Excelsior), the
Proposed Development would cause Elk River to lose its Town Square, an attribute that is so highly coveted by many other
communities.
