Bids for all three improvements were opened on January 7, 1997. There were a total of 16 bidders. The following list provides a tabulation of the bidders and their total bid. R. L. R. L. Larson Excavating has successfully completed similar type projects in the City of Elk River in the past. They are currently working on the Joplin/TH 10 North Frontage Road improvements as a subcontractor to Bauerly Brothers, Inc. Therefore, we would recommend award to them as the lowest responsible bidder. The attached resolution awards the construction contract for Orono Lake 3rd Addition, Lowell Avenue, Joplin Street improvements to R. L. Larson, Inc., in the amount of $490,952.60. If you have any questions regarding this issue, I will be in attendance at Monday evening's meeting. L. Larson, Inc., is the lowest responsible bidder; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: The Mayor and City Administrator are authorized and directed to execute, on behalf of the City, such contract with R. L. Larson, Inc., as is approved by the City Attorney for the completion of the Orono Lake 3rd Addition, Lowell Avenue, Joplin Street Improvement according to the approved plans and specifications designated in Resolution 96-62.
