Request
Target is requesting a general planning permit for a temporary
greenhouse/garden center to be located in the parking lot of their Elk Park
Center store.
Location

Overview
Target is requesting a general planning permit to locate a temporary
greenhouse in the parking lot in front of their Elk Park Center store. They
will be selhng bedding plants, nursery stock and other gardening supplies
from April 28, 1997 through June 29, 1997. The proposed hours of operation
are 8:00 am to 8:00 pm seven days a week. They will be using a 20' X 40'
temporary greenhouse for bedding plants and an adjacent area 60' X 48' for
nursery stock. The total area for the garden center operation is 48' X 80'
(3840 square feet).

The proposed location for the greenhouse is the parking lot in front of the
store. The garden center will take up 43 parking spaces near the north end of
the store and will block one parking aisle. The location is out of the main flow
of traffic and should not create any tr~f~c flow problems.
Recommendation
Staff recommends approval of Target's request for a general planning permit
to allow a temporary greenhouse/garden center with the following conditions:
IF TRAFFIC BECOMES A PROBLEM AROUND THE SITE, THE SALES AREA
SHOULD BE DELINEATED WITH SOME TYPE OF BARRIER TO RESTRICT TRAFFIC.
THE GREENHOUSE/GARDEN CENTER MUST BE KEPT IN GOOD CONDITION
THROUGHOUT THE TIME IT IS IN PLACE.
THE LOCATION OF THE GREENHOUSE WILL BE CONSISTENT WITH THE SITE
PLAN.
THE GREENHOUSE AND DISPLAY AREA SHALL BE REMOVED WITHIN ONE
WEEK OF THE END OF SALES AND THE SITE BE RETURNED TO IT ORIGINAL
CONDITION.

We are submitting a general planning permit for a temporary
Garden Center. This garden center will be located in the
parking lot as indicated on the attached map. The greenhouse
is 20'x40' and the outside display area will be 60'x48'
The center will be set up on April 28 and will be taken down
by June 29. The hours of operation will be 8am. to 8pm.
(weather permitting).
We will be selling bedding plants and hanging baskets inside
the greenhouse area. The outside display area will consist of
flowering shrubs, perennials, and evergreen shrubs of various
species.
