At this March 17, 1997, City Council meeting, Roger is scheduled to provide the Council with an update on February and March Community Recreation activities. Agenda 'Item Detail B. 1) Topic Considerations For March 18th Work Session: I'm recommending the following as items for discussion at our 3/18/97 work-session meeting. Please comment on any necessary changes or additions. - General considerations / direction for the 1998 budget committee: Such as; non-resident fees, accurate population determinations, other - Fiscal Agency / Employment policy and wage mat~ers - Regional recreational shared facility planning - Concepts for increased awareness of our program B.2) Five Year Report: Staff will present an overview of the past five years and also identify goals and a vision for the next five years and beyond! Slater - City of Dayton Community Representatives absent: Zimmerman The meeting was called to order at 12:00 by Roger Holmgren. A. Routine matters: 1 .) Approval of past minutes: The minutes from 1/13/97 were approved on a motion by J. Gongoll, seconded by G. Eitel. Motion Unanimously Carded. 2.) Agenda changes/additions: None 3.) Staff Reports: JA reviewed the staff reports as presented with the agenda packets. JA also reported on the Youth Initiatives on going efforts and recent developments associated with consideration of developing a local Special Olympics program. B. Items of Information / Discussion: B. 1) Consider: Change / Opportunities in 1998 Program: J. Asfahl reviewed several items for consideration. It was suggested that we address these later this year as part of our budget planning for 1998. We need to focus our immediate attention on our immediate future, especially our summer of '97 program. B.2) Review / Discuss 1997 Programming Concepts: J. Asfahl presented various new concepts for the 1997 program. D.Thompson mentioned that some criticism he has heard is that information about our program opportunities is hard to find. It was suggested that we build our relationship with the press and that each community and its' leadership should also be promoting our program as well. B. 3) Consider Date and Topics for our Work Session: The meeting will take place on Tuesday March 18, 1997 - 4:00 pm at the Community Education Center. B. 4) Consider: Program Development Committee objectives / operation: Tabled B.5) Consider 1997 Officer & Committee Appointments: Tabled Other: It was suggested that at our next regular meeting we invite members of each local paper. It was also suggested [hat since March represents our programs fifth anniversary that we celebrate with some cake and hear a five year program overview. All in favor. Respectfully Submitted, 3/4/97 Community Recreation Board J. Asfahl - Staff Report for 3/10/97 Programming: - Current / Recent Activities: Many winter programs continue. Past issues at open gyms and intramurals have been curtailed due to our proactive approaches. Numerous spring programs will begin soon. We are planning for summer and expect to continue our efforts for Junior High aged youth along with CE and what we learn from the Youth Initiatives work. Youth baseball, girls softball, and youth soccer, have been recently conducting their program registration. Our office assists this process in various ways; from flyer distribution, to facility arrangements, and handling a significant amount of phone calls about their programs. Miscellaneous Updates: - Youth Initiatives: The "Youth Initiatives" process continues. We continue to meet and have good meeting attendance. We have been meeting regularly since July. Our next meeting is scheduled for March 11th. Future meetings are planned to take place at Elk River city hall and will be videotaped for broadcast on cable television. - Mayor Duitsman and I will be meeting later this month with the Sherbume County Fair Board to begin exploring our use of their buildings and property. - Along with CE staff, we have again met with advocates of persons with disabilities to determine any program services that we could help to provide. Several of our existing offerings can serve this population and there are several other programs that could be developed with them. We hosted a meeting on Jan. 21 to begin considering and building a support network for possible development of a Special Olympics program. This meeting was well attended and good support was indicated. We are now looking to develop a local management team that would be responsible. Our programs will play a role, but we will not be totally responsible, we are seeking to develop a strong broad based management team. Several individuals have stepped forward to serve on the management team. It looks possible that this program will begin this summer. - Working closely with youth advocates and the city of Elk River on development considerations of a permanent skatepark. - Working with the Otsego park Commission on adopting field use policy and procedures for proper management of the ball fields. - Working with the associations gearing up for their programs that will begin using outdoor facilities mid - late April. - Working with the city of Rogers on implementing a maintenance program to better serve youth baseball, soccer and youth softball programs. We have been successful in Elk River with a good system and it is replicable for any community. - Served on the Rogers Junior High community planning committee. I have also along with several of the youth associations forwarded suggestions on the Zimmerman site plan. - Dealt with player and team ejections from the adult basketball league. - Had first Ice Arena CommiSsion meeting on Tuesday March 4th. Staff Report/March 5, 1997 Michele Bergh Gymnastics *Winter session is ending winding down and Spring will begin after Spring Break *Many facility concerns this session at the High School with their need for space and our need for equipment and the gymnastics room. We spent quite a bit of time working with Mike Hanlon to accommodate both their needs and ours. Summer Programs *Working on planning summer *Meetings are beginning with Community Ed and ECFE to maximize the overall offerings to the communities *One really exciting opportunity this summer is with our Tennis program. We have joined with the Play Tennis America program offered through USTA. This is free to us and there are many benefits such as the ability to offer a free lesson to the community, discounted racquets and balls for participants, manual for running the class, staff training, etc. Open Gyms *Open gyms end this month *We have seen improvement with the behavior issues over the past couple weeks Safety Camp *We have begun planning a safety camp with the City of Elk River *It will take place in August and cover such topics as fire safety, electric safety, recreational vehicles safety, gun safety, drugs, personal safety, stranger danger, respect, first aid and more *This camp is to benefit the entire district area and we will be enlisting the assistance of all communities possible Egg Hunts/Basket Classes *We are offering the two classes this year in Otsego and Rogers *Rogers is in cooperation with the Rogers Jaycees - we are running the class, they are running the hunt *Otsego is in cooperation with the Otsego Park Commission - we organize both and they provide some volunteers to assist Intramural Basketball *Tournament for this program begins March 9 and runs two weeks *The program has had several growing pains this season with spectators. The youth are using the program as a hang out more and, although I like them there and not on the streets, it creates more headaches for us. 3 on 3 Basketball League *This league is scheduled to begin in April. runs for about 5 weeks. Last year we served about 100 youth in grades 7-12. It Women's Volleyball League *The Spring session finishes March 17. Special Events *March 22 event at Arena from 1-4pm for Rollerblading and Rollerskating. We have a DJ scheduled and concessions. This event is for families and is free to the public(except concessions). *March 29 event at Arena from 7-1 Opm for Skateboarders and In-Line Skating. We are planning music and will also have concessions available. We are working with the youth and the City of Elk River to build a couple of ramps before this event which will hopefully be for a permanent sight.
